1,929 families in Pasil assessed under DVAPP

PASIL, Kalinga – One thousand nine hundred twenty nine families in this municipality were assessed and profiled under the Disaster Vulnerability Assessment and Profiling Project (DVAPP) of the Department of Social Welfare and Development (DSWD).
Erlinda Taquiqui, Kalinga Social Welfare and Development team leader, informed that 34 enumerators were hired to implement the project in Pasil, the pilot municipality of DAVAPP in the province.
Taquiqui said the assessment and profiling was completed and results were submitted to DSWD central office for approval.
DVAPP aims to conduct online registration of all families in all barangays in target municipalities. Its end result is a database of families and the production of digitized family access card to facilitate smooth and timely provision of assistance to vulnerable families in times of disasters and towards early recovery.
This is in support to DSWD’s goal to simplify and digitize beneficiary registration and verification towards effective planning and management of distribution, monitoring and reporting. It aims to ensure accuracy and precision of beneficiary tracking and calculation.
The project is in partnership with International Organization for Migration, Taquiqui added.
She explained that the presence of geographically isolated and disadvantaged areas (GIDA) in Pasil mattered in the choice of this municipality as pilot area for the project. The technical crew has to set up INMARSAT (International Marine/Maritime Satellite) facilities in internet inaccessible areas for uploading files.
As part of DSWD’s accountability while guaranteeing fast and efficient delivery of relief services, there is a need to ensure the availability of a clear database on the profile of families at the local government level for provision of appropriate and effective interventions immediately after a disaster.
From the database, the number of families affected would be determined, the number of affected by sectors and how much relief goods, and what other services to provide, explained Taquiqui.
“This is the easiest way to get report during disaster,” she said adding that relief distribution will also be accurate avoiding duplication.
The project will be implemented in other municipalities after approval of Pasil’s results, Taquiqui said.
