BAGUIO CITY
The Sangguniang Panlungsod (SP) status report on the legislative monitoring and evaluation confirms that with two council resolutions, RA 10586 or the Anti-drunk and Drugged Driving Act of 2013 has been complied with, in the city. Resolution 203, series of 2024 requested the Baguio City Police Office (BCPO) and Land Transportation regional office (LTO-CAR) to intensify the implementation of RA 10586; while resolution 286, series of 2024 requested the same offices to coordinate, deputize and train at least four police personnel from every police station for the same purpose.
Resolution 203 cited Section V, Article XIII of city ordinance 7, series of 1984 where no person drives a motor vehicle under the influence of liquor or incapacitating drug. A proactive response is needed to avoid accidents due to the
influence of drugs, which may endanger life, limb and property, the resolution stated. Meanwhile, Resolution 286 was introduced to reduce road crash incidents, improving public safety and emptying streets of drivers under the
influence of alcohol, dangerous drugs and other similar substances.
In September 2024 then BCPO head Col. Francisco Bulwayan, Jr., in a letter, maintained that their office has no recorded arrest on RA 10586. There are deputized police officers, he said, but no Alcoholic Breath Analyzer (ABA) has been issued, which should be used when a driver fails any of the field sobriety tests and to finally determine the drivers Blood Alcohol content on site. Fifty BCPO officers have also been trained and deputized as to RA 10586, in partnership with LTO-Department of Transportation (DoTr) last August 6 to 8, with continuation on Oct. 3 and 4,
