CAR kailangan ng pondo para sa climate change

LUNGSOD NG BAGUIO – Magkasamang nagtipon ang local government officials mula Benguet at Mountain Province upang humanap ng pondo na isang hakbang upang ipagtanggol ang kanilang pag-aani ng mga lokal na magsasaka at makasabay sa pagbabago ng klima.

Ang Institute for Climate and Sustainable Cities, sa pakikipagtulungan ng Benguet State University (BSU) at Canadian Embassy, ay nagsagawa ng orientation at workshop sa Agricultural Training Institute, BSU sa kung paano makapag-access sa People’s Survival Fund (PSF) na kung saan ang pondo ay naitatag mula pa noong taong 2012 sa ilalim ng Republic Act 10174 na ipinamimigay ang pondo para sa climate change adaptation na pagkusang iminungkahi ng local government at komunidad.

Sinabi ni Kairos Dela Cruz, ICSC Associate for Climate Policy, “The Cordillera region has long been identified as highly vulnerable to climate impacts.

“Through this workshop, we hope to empower local governments not just to seek a grant from the People’s Survival Fund, but also to craft more informed plans to better protect their people’s lives and livelihoods,” ani Dela Cruz.

Ang ICSC ay kinatawan ng sambayanan sa PSF Board, na tinatasa at aaproba ng mga panukala para sa pagpopondo. May mga nauna nang inaprobahan noong November 2016 na unang dalawang proyekto, isa sa Del Carmen Siargao sa Surigao del Norte at isa rin sa Lanuza, Surigao del Sur na halos umabot sa P120 milyon.

Nasa P1.8 billion pa ang nakatabi na pondo ng PSF ngunit ito ay maaaring madagdagan muli sa pamamagitan ng pambansa at internasyonal na mga mapagkukunan.

Ang Embassy ng Canada na sa taong 2015 ay naglagak ng $2.65 billion para sa climate finance hanggang 2020 para sa pag-develop ng dalawang bansa at pag-sponsor ng mga event.

Ayon kay Canadian Ambassador to the Philippines John Holmes, “Canada is working with countries around the world to demonstrate leadership and take global action on climate change, the government of Canada is pleased to support this capacity building workshop on climate-inclusive planning to help enable local government units plan, mobilize and access climate finance from existing sources such as the People’s Survival Fund,” ani Holmes.

Sinabi ni BSU president Feliciano Calora Jr., “Our longstanding research on climate change impacts here in the Cordillera region shows that agricultural production will be even further besieged by more intense typhoons and heavier rainfall, Benguet State University is proud to host this People’s Survival Fund workshop and to provide scientific advice for our farmers and local government planners alike,” ani Calora.
