CIDG NABS ILLEGAL LOGGERS, TOP MOST WANTED PERSONS

Personnel of the Criminal Investigation and Detection Group based at the Baguio City Field Unit
finally arrested the Number 2 and No. 5 Top Most Wanted Persons on the Municipal Level of Baguio City and Provincial Level, respectively, by virtue of E-Warrants, after a series of manhunt operations conducted by different law enforcement units to locate their whereabouts failed.

PCol. Reynaldo DR Pasiwen, CIDG Cordillera Regional Chief said the tracker team of Baguio City CIDG exerted efforts to locate and arrest the persons identified as No. 5 TMWP Provincial Level Leilani Yabes Ngaosi who was caught at Bakakeng Norte, Baguio City on March 6, 2023; and No. 2 TMWP Municipal Level Alma Sanidad Tolentino who was nabbed at Lourdes Subdivision, Baguio City on March 8, 2023.

In the morning of March 7, 2023, the CIDG Abra field unit arrested at Barangay Pantuc the No. 1 TMWP Municipal Level of San Quintin by virtue of a Warrant of Arrest issued for violation of Comprehensive Law on Firearms and Ammunition (RA 10591). The CIDG Abra provincial operatives led by PMaj. James Allen S. Dogao, together with San Quintin MPS and PIU Abra PPO arrested the suspect identified as Jovencio Cardinas Cadangan for intimidating complainant Jovani Aragon with a firearm on November 13, 2022 at Barangay Poblacion, San Quintin, Abra.

On the same week, operatives of CIDG RFU14 Intelligence Section under PMaj. Rodney D. Godio
together with the Bokod MPS, the Benguet-PMFC 2nd Coy, 54th IB, personnel of the National Power Corporation Binga-Ambuclao, PENRO Benguet and CENRO-Baguio/ Buguias arrested three illegal Loggers inside the Ambuclao Watershed at Sitio Alam-am, Barangay Ambuclao. The suspects were identified as Sario Balaso Bunglay, Nestor Bia-an Hingganan and Rudy Kimmayong Balao who were caught red-handed in the act of cutting Pine Trees.

They were found in possession of a yellow colored STIHL 070 brand chainsaw with Serial No.
SW21050983 and an orange colored chainsaw, same brand with Serial No. D1701160140. A third chainsaw, orange colored, same brand had a defaced serial number. The loggers were arrested with 75 pieces of lumber cut into 2x3x10 size equivalent to a total of 375 board feet with estimated Php15,000.00 on site market value.

The three suspects are now facing charges for violation of Presidential Decree (PD) 705, otherwise known as the Forestry Reform Code of the Philippines, and Section 7 (4) of Republic Act (RA) 9175 or the Chainsaw Act of 2002. Law enforcement was conducted upon reports received from concerned citizens in the area where rampant illegal cutting of trees within the Ambuclao Watershed was persistent. The operatives were personally supervised by PCol. Pasiwen in
compliance with “Oplan: Kalikasan”, a CIDG project for the protection of the environment.

The Cordillera CIDG chief expressed his appreciation to the communities for their support and cooperation in the successful arrest of Top Most Wanted Persons. The CIDG is continually intensifying its anti-criminality campaign to ensure that the law is enforced and with the help of the communities, programs of the PNP can be achieved.
