City enforces registration of Agri-Fisheries machinery

Tractors and their attachments, power tillers, seeders, transplanters, windmills, harvesting machines, slaughtering equipment, chicken defeathering machines, fishery equipment, and other agri-fisheries machinery in the city should be registered with the city government.
The city council has localized a national law that mandates the registration of ownership of agricultural and fisheries machinery and equipment in the city.
Republic Act 10601, otherwise known as the “Agricultural Mechanization Law”, promotes the development and adoption of modern, appropriate, and cost effective and environmentally safe agricultural and fisheries machinery and equipment to enhance farm productivity and efficiency in order to achieve food security and safety and increase farmer’s income.
Article V, Section 19 of the Act provides that all owners of agricultural and fishery machinery and equipment must register the same with the agricultural offices and municipal and city government units.
Likewise, the Department of Agriculture (DA) and the Department of the Interior and Local Government (DILG) have provided guidelines for the registration of ownership of such machinery/equipment in local government units through a joint memorandum.
Through a letter dated August 18, 2020, Cameron Odsey, OIC-Regional Executive Director of the DA, informed the City Government of Baguio about the memorandum from the Agri-Fisheries Mechanization with subject “Pro-Forma Ordinance on the Registration of Ownership of Agricultural and Fisheries Machinery and Equipment by the City and Municipal LGUs pursuant to DA DILG JMC 2018-02.”
Taking a cue from the disseminated information, Vice Mayor Faustino Olowan has filed an ordinance mandating the registration of these machineries and equipment in the city. Olowan stressed that a localized law mandating the said registration would ensure the safety of these machineries and equipment and would aid in rational planning and programming of government investments and resources.
The ordinance shall mandate all owners of these machinery/equipment, registered farmer cooperatives and former-associations, and private entities that are registered with the Securities and Exchange Commission, Department of Trade and Industry, Department of Labor employment, Cooperative Development Authority, and other government offices to register their ownership of new and currently used agricultural and fisheries machinery and equipment with the City Veterinary and Agriculture Office (CVAO).
According to the ordinance, the following are the incentives of the said registration: registration may be used in the availment of government incentives/subsidies; registered machinery may be used as loan collateral; registration will facilitate the location of lost agricultural and fisheries machinery units; availability of Common Service Facilities (CSF) in the city, when already applicable; and provision of insurance (e.g. Registry System for Basic Sectors in Agriculture) for registered agricultural and fisheries machinery/equipment.
Agricultural and Fisheries Machinery are those that are used for the production, harvesting, processing, storage, manufacture, preserving, transporting, and distribution of agri-fisheries products. These include but are not limited to tractors and their attachments, power tillers, seeders, transplanters, windmills, harvesting machines, slaughtering equipment, chicken defeathering machines, and fishery equipment, among others.
After evaluating and verifying the documents of the owner/user/dealer of agri-fisheries and confirming the payment of registration fee which is P300.00, the CVAO shall process and recommend the issuance of the Certificate of Agricultural and Fisheries Machinery and Equipment Registration (CAFMER) of the city mayor. The registration sticker which comes with a QR Code containing the details of the machinery/equipment shall be issued by the CVAO. The data of the machinery/equipment will be linked to the Philippine Center for Post-Harvest Development and Mechanization-Agricultural and Fisheries Mechanization and Engineering Resource Network.
Upon the recommendation of the CVAO, the city mayor shall issue a Certificate of Clearance and an amended CAFMER in case of transfer of ownership or transfer of the owner’s location. The machinery/equipment shall then be deleted by the CVAO from the list of registration.
Likewise, non-serviceable machinery and equipment shall be reported to the CVAO so that the same can be deleted from the registries. The ordinance was forwarded to Mayor Benjamin Magalong for approval
