CITY LIBRARY SPECIAL DRUG EDUCATION CENTER FOR OSY

BAGUIO CITY

A portion of the Baguio City Public Library will be opened to serve as Special Drug Education Centers (SDEC) for
Out-Of-School Youth (OSY) and street children. This was confirmed during the last quarter meeting of the City Anti-Drug Abuse Council (CADAC) held Nov. 15, 2024 by Ms. Michelle B. Agbuya, secretariat of the council. She said she had coordinated with City Librarian Easter W. Pablo for the establishment and operation of an SDEC as mandated by Department of the Interior and Local Government (DILG) Memorandum Circular No. 2006-150.

Under the DILG circular, the SDEC shall serve as a venue in the delivery of services and activities in the
implementation of drug abuse prevention programs for out-of-school youth and street children. Civic organizations as listed members of the CADAC may use the area identified at the City Library for counselling activities. It was clarified however, that use of the City Library will be on a temporary basis since the DILG memorandum requires
that the SDEC facility shall include a vocational room, tutoring room, counseling room, library, conference room,
comfort rooms, sleeping quarters, dining area, kitchen, and office space for the staff, among others.
