Cordillera regional planners convene in Baguio

The Regional Development Council-Cordillera Administrative Region (RDC-CAR) gathered together local and regional planners to discuss various development issues and concerns affecting the region. With the theme “Pagsulong ng Pag-unlad at Autonomiya para sa matatag, maginhawa, at panatag na buhay sa Cordillera”, the conference held at City Light Hotel, Baguio City last March 28, 2017 attracted about 85 participants.
RDC-CAR Chairman and Baguio City Mayor Mauricio G. Domogan welcomed the participants who came from all over the region. Director Milagros A. Rimando expounded on the rationale and objectives of the conference.
The Planners Conference served as a venue to disseminate the newly crafted CAR Regional Development Plan 2016-2022 and its accompanying Regional Development Investment Program 2016-2022 which was presented by ARD Jedidia Aquino. Other plans and advocacies of the RDC-CAR were also presented such as the Declaration of Principles on Environmental Governance, Coffee Development Plan 2016-2022, SPCAR Roadmap 2017-2019, the Investment Priorities Plan 2015-2016, the Regional Research Agenda 2015-2016, the Energy Master Plan, and the Alternative Transport Plan. These were presented to obtain inputs for its updating from the Local Government Units and Regional Line Agencies.
In the afternoon, a workshop was held where issues and concerns of the LGUs plus the actions and interventions desired from the RDC-CAR and the regional and national government agencies were presented. Representatives from DILG, DENR, DSWD, DPWH, DOH, DTI, DOT, DA, BLGF, and NEDA were present to respond to local and provincial concerns. Lemuel Dimagiba and Zenaida Go, both from NEDA Regional Development, also responded to some of the issues brought forth by the local development planners.
Of the 85 participants who attended the event from all the provinces, city and municipalities, 47 are local planners from the provinces and municipalities, three are from state colleges and universities (BSU, KSU, and MPSPC) and the rest are from the regional line agencies.
Provincial Planning Development Officers (PPDOs) Henry Caluduccan of Apayao and Lily Rose Kollin of Mountain Province attended while the rest of the provinces sent their PPDO representatives namely, Edgardo Daria Jr. from Abra, Susana Padio (Benguet), Joliza Dulinayan (Ifugao), and Cynthia Imperial (Kalinga).
