Governor Francisco Emmanuel “Pacoy” R. Ortega III, reaches out to a patient of Caba District Hospital (CDH) as he graces the 7th Mobile Blood Donation of the CDH in cooperation with the Philippine Red Cross-La Union Chapter and the La Union Blood Council on September 15, 2017. The project is in support to the Transformative Health Governance Framework of the governor titled “Healthy La Union: Happy La Union by 2022.”
