Fugitive Ilocos Sur Town Vice Mayor Surrenders

Cabugao, Ilocos Sur (October 22, 2020) – After a year in hiding, Cabugao (Ilocos Sur) town Vice-Mayor Jemaima Tan Yee surrendered in Candon City Thursday. Yee, 42, from Rizal, Cabugao, is a medical doctor who was accused of serious illegal detention.
A warrant of arrest was issued against her and her husband Johann Tan Yee by the Cabugao Regional Trial Court branch 24 on October 25, 2019 after they were charged with serious illegal detention by Aivon Guillermo, a patient who sought for medical attention at the Tan-Yee Therapeutic clinic owned by the couple.
Guillermo was not allowed the to leave the Tan-Yee Therapeutic Home Care Psychiatric patient until she paid in full all the hospital bills said to be accumulated for six years.
In the complaint of the patient’s mother, the couple illegally detained her daughter since January 3, 2013. Their hospital debts reached P294,168.00.
Continuous negotiations by the Criminal Detection and Investigation Group (CIDG) Region 1 with Dr. Yee’s family finally convinced her to give up.
