Gabay sa pagbayad ng relocation ng electric poles, itinakda ng DPWH at DOE

Nagkasundo ang Department of Energy at Department of Public Works and Highways sa mga gabay sa relokasyon ng electric poles na sagabal sa road rehabilitation at expansion projects.
Nag-isyu ang dalawang ahensiya ng Joint Circular No. 01, series of 2017 “prescribing the uniform guidelines and procedures for the proper payment of compensation and/or recovery of cost in the event of the need to relocate the electric cooperative distribution/subtransmission lines for the primary purpose of the government”.
Matapos ang kasunduan ay sinabihan ni Benguet Electric Cooperative General Manager Gerardo Verzosa ang mga opisyal ng local government sa relocation ng electric poles ay maisasagawa na sa malapit na panahon na kung saan ay mabibigyan ng bill ang DPWH sa halaga nito.
“We have decided to already relocate the poles in major roads pending the completion of an inventory of poles and the execution of an agreement with DPWH,” ani Verzosa sa isang liham kay Mayor Peter Alos ng Atok, Benguet.
Sa lungsod ng Baguio ay kabilang ang mga poste sa Virginia Romulo Drive, partikular sa papuntang Botanical Garden na naiwan matapos ang expansion ng daan na naisakripisyo ang sidewalk.
Habang tumitingin ng pondo para sa cement railing ay nakaligtaang ibilang sa program of work ang relokasyon ng electric poles na naitayo sa sidewalk.
Bilang napagkasunduan ay babayaran ng DPWH ang Beneco sa halaga ng relokasyon alinsunod sa formula na nakasaad sa kasunduan, ang bayad ay kabilang na ang cost of labor at equipment na kailangan sa pag-alis sa apektadong pasilidad o electric poles ng kooperatiba.
Ang kabayaran ay alinsunod sa Section 9 ng Republic Act 10531 o ang National Electrification Reform Act of 2017 na nakasaad sa isang bahagi nito na “in the event of the need of such lands and thoroughfares for the primary purpose of the government, the electric cooperative shall be properly compensated”.
