Halos P900-M kalsada, popondohan ng World Bank sa Cordillera

LUNGSOD NG BAGUIO – Mas marami pang pampublikong kalsada sa Cordillera na nagkakahalaga ng P895,395,000 ang ipapaayos at ipapasemento upang makasunod sa world class standards.
Sa pamamagitan ng Department of Agriculture-Philippine Rural Development Project (DA-PRDP) ay nadagdagan pa ang sub-project proposals na naaprubahan sa ilalim ng Intensified Building-Up of Infrastructure and Logistics for Development (I-BUILD) component para sa Cordillera Administrative Region na naglalayong mailapit ang rural coffee producers sa kanilang merkado.
“The successive release of No Objection Letters No. 2 (NOL 2) signals the final approval of sub-project proposals to start off with their implementation in the provinces of Benguet, Kalinga and Mountain Province,” ani DA-Cordillera Regional Executive Director Lorenzo Caranguian.
Ang lubhang baku-bakong kalsada ang pangunahing suliranin sa pagbebenta ng mga produktong pang-agrikultura. Ito ang karaniwang lumalabas sa lahat ng feasibility studies na naisumite upang suportahan ang nasabing mga proposal.
Ang naaprubahang sub-projects sa rehiyon ay kinabibilangan ng improvement ng Banata-Sumey-ang-Cuba-Sadsadan Farm-to-Market Road (FMR) sa Bauko, Mountain Province; improvement ng Poblacion-Bantay FMR sa Paracelis, Mountain Province; improvement ng Besao-Nacawang, Tadian-Mabalite FMR (Package I) sa Besao, MountainProvince; improvement ng Besao-Nacawang, Tadian-Mabalite FMR (Package 2) sa Besao, Mountain Province; improvement ng Catabbogan-Wagud FMR sa Pinukpuk, Kalinga; improvement ng KM 49 hanggang Ambakian FMR sa Kabayan, Benguet; at ang Jose Mencio FMR sa Atok, Benguet.
Lumalabas sa mga ulat na ang nasabing sub-project proposals ay umabot nang tatlong taon upang maiproseso bunsod ng requirements na hinihingi ng World Bank.
“But looking into the other side of the coin, the roads are to be built to last at least 20 years with minimal repairs,” ani Caranguian.
“This is because those WB-funded projects are to undergo strict compliance following WB standards while strictly guided by the DPWH’s blue book. These roads will transform underdeveloped, rocky and muddy roads from the outskirt rural areas and will principally benefit smallholder farmers who experience difficulty in transporting their agricultural products that have promising potential for market development in order to gain access to the coffee value chains, boost their income through additional rural non-farm enterprises, and possible diversification into high value activities.”
“The soon-to-be concreted roads will also open doors to other incidental benefits to villages as the ripple effect holds promising economic plus factors in the long run,” saad ni assistant director Danilo Daguio, deputy project director ng DA PRDP Regional Project Coordination Office.
Hinimok ni Daguio ang iba pang probinsya na samantalahin ang pagkakataon dahil nasa ikatlong taon na ang naturang programa.
Ang PRDP ay isang programang magtatagal nang anim na taon upang makabuo ng modern, climate-smart at market-oriented na agri-fishery sector. Ito ay sa pakikipagtulungan din ng local government units at pribadong sektor para magbigay ng pangunahing imprastraktura, pasilidad, teknolohiya, at impormasyon na magpapataas sa kita, pagiging produktibo, at pakikipagsabayan sa merkado ng mga nasa rural na lugar upang magkaroon ng inclusive growth sa pamamagitan ng malawakang agro-industrial development.
