HIV/AIDS law maaaring tugon sa pambansang seguridad

Ang pagsasabatas ng Republic Act (RA) No. 111666 o ang Philippine HIV/AIDS policy act of 2019 ay maaaring tugon sa posibleng national security at developmental concerns ayon sa isang non-government organization na nakabse sa lungsod.
Sinabi ni AIDS Watch Council (AWAC) acting president Marlene de Castro na ang biglang pagtaas ng mga kaso ng HIV/AIDS ay nakakabahala na at kailangang sugpuin kaagad.
“This is also a show of support to the management of the epidemic, especially with the number of HIV/AIDS cases increasing at a fast pace daily,” ani de Castro.
Ayon kay de Castro, ang HIV/AIDS ay isang national security issue dahil maaaring apektuhan nito ang maraming tao.
“Hindi lang naman bomba and war but the health, epidemic, pandemic and food security, which are of the same level, affecting people’s lives. It affects national security when people’s health is no longer managed and the number of affected people is increasing,” pahayag ni de Castro.
Base sa pinakahuling ulat ng Epidemiology Bureau ng Department of Health (DOH), ang rehiyong Cordillera ay may 457 kaso ng HIV/AIDS mula 1984 hanggang Agosto 2018 habang ang Benguet ay may 54 kaso; Abra, 50; Kalinga, 13; Ifugao, 12; Apayao, 11; Mountain Province, 10; at Baguio, 307 na kaso.
May kabuuang 61 bagong kaso ang naitala sa Cordillera mula Enero hanggang Hulyo 2018. Sa pambansang eskala, humigit kumulang na 32 katao ang nahawaan bawat araw.
Sinabi ni de Castro na ang HIV/AIDS at iba pang problema sa kalusugan ay mga development issues din na pumipigil sa tao na maging produktibong miyembro ng lipunan.
“If most of the public’s fund is spent on managing health problems or HIV/AIDS, there would be no profit or income that will be reaped unlike when money is used to develop roads, provide livelihood, improve agriculture, which will later have a return on investment,” dagdag niya.
Sinabi niya na ang maagang pagtugon sa problema ay mahahadlangan ang mas maraming tao na mahawaan at di na mangangailangan ng mas maraming pondo para supilin ito.
“Kung tumaas ang expense for health in relation to HIV/ AIDS, pupunta lahat dun ang pera, walang productivity, walang profit,” ani de Castro.
“We’re just so elated that the AIDS law was passed and approved already because this was a long-time clamor of the advocates,” dagdag niya.
Sinabi ni de Castro na masaya silang inumpisahan na ng gobyerno na tingnan ang problema ng HIV/AIDS sa pagpasa ng isang batas, subalit kailangang maglaan ng badyet para maipatupad ang mga programa.
“The challenge is still on the budget for drugs, facilities and personnel to manage the implementation and management of the medical needs of the HIV/AIDS clients,” aniya.
Dahil may batas na ay binigyang pansin niya na ang implementing rules ay dapat tukuyin din kung saan ang suportang badyet ay isasama sa local annual plan para suportahan ang personnel, mga pasilidad at mga gamot.
Sa kasalukuyan ay umaasa ang local facilities na namamahala sa sakit sa kung ano ang maibigay sa kanila. Una dito ay sinabi ni Dr. Celia Flor Brillantes, medical officer ng Social Hygiene Clinic, na tinutugunan nila ang problema sa HIV/AIDS upang pigilan ito sa posibleng epidemiya na maaaring kumalat sa mga liblib na kumunidad.
“Some go to the cities to work and their lifestyles might lead them to activities that will cause infection. When they go home to their spouses, they bring the infection (with them) and the spread becomes difficult to contain,” ani Brillantes.
