House committee on higher education approves creation of CSITE

The House Committee on Higher Education chaired by Rep. Ann Hofer swiftly approved the measure establishing the Cordillera State Institute of Technical Education (CSITE).
House Bill 2141 seeks to repeal RA 7834 (Establishing the Baguio City School for Arts and Trade) and integrating the technology institutions of the Technical Education and Skills Development Authority (TESDA) in the Cordillera Administrative Region.
Pursuant to the proposed measure, the establishment of CSITE is a strategic direction that will enhance the capability of the public technology institutions in CAR to ensure the delivery of quality, relevant and higher-level Technical Vocational Education and Training (TVET) programs.
“These programs will develop technically competent, innovative and creative workforce,” Go explained. “In addition to that, the CSITE’s governance over integrated TechVoc institutions will greatly effect synergy and support system, higher operational efficiency and effectiveness in the planning and delivery of higher level TVET programs,” Go added.
Director Marissa Legaspi of TESDA Planning Office expressed her support on the bill as well as Regional Director Francisco Jucar of TESDA-CAR. “This is really one model to integrate the various technical institutions and try to deliver a higher-level program. We would like to implement this model to other regions,” Jucar said.
The creation of CSITE includes the Baguio City School of Arts and Trades, Regional Training Center-Baguio, Benguet Technical Training Center, Provincial Training Centers in Abra, Ifugao, Kalinga and Mountain Province, and the LGU Provincial Training Centers in Apayao and Benguet.
“One of the main objectives of this bill is to increase absorptive capacity and institutional capability in order to address the growing and changing demand for accessible, quality and relevant technical-vocational education and training in the region,” the lawmaker said. “This would also promote and enhance partnership with local and international technical education institutions to encourage mutual agreements for benchmarking and program exchange and development,” Go stressed.
