Maharlika Livelihood Complex under the management of Human Settlement Development Corporation or HSDC has been on the dilemma nowadays on how to turn it over to the Local Government of Baguio City when too much issue is just around the corner.

Then on July 25, 1987 E.O 292 otherwise known as the Administrative Code of 1987 reinforced the unique role of OGGC as statutory legal counsel of all GOCC, their subsidiaries, other corporate offspring and government acquired asset corporations.
The duty of OGCC is to represent GOCC in cases for or against them, regardless of the nature of the cases. Furthermore, the OGCC is recognized as a source of legal advice on major legal issues as well as day to day matters affecting GOCCs. Failed to do so will put you in the seesaw situation.
The OGCC is also tasked to exercise control and supervise the legal departments of the various government corporations and likewise mandated to ensure consistency of the legal position of rhe various GOCCs.
As such that OGGC is indeed in the best position to orchestrate, guide and direct legal efforts of all lawyers serving the Government Own Controlled Corporation. OGCC also has the power to issue rules and regulations and to assess fees and to receive attorneys fees adjudged in favor of GOCCs.
Actually, GOCC celebrated its 83 years of upholding justice in the Government Corporations which is every 1st day of December of every year. You cannot surely have it all for whether you have the other and let go of the other.
