Memo ng DILG, DOJ, PNP sa mga LGU ipatupad ang mas mahigpit na health protocols

LUNGSOD NG BAGUIO – Ang Department of the Interior and Local Government (DILG), Department of Justice (DOJ), at Philippine National Police (PNP) ay nag-isyu ng isang memo na hinihinging magpatupad ang local government units (LGUs) ng mas mahigpit na health protocols.
“Under the guidelines of Joint Memorandum Circular No. 2021-001, local government units (LGUs) are required to identify and designate appropriate places that will serve as holding areas for persons cited for violations and that the holding area shall accommodate as many persons as possible, without crowding and or violation of social distancing protocols,” ani Araceli San Jose, OIC-Regional Director ng DILG CAR.
Sinabi niya na iniutos ng Kagawaran ang aktibo at makahulugang pakikiisa ng mga opisyal ng barangay sa pagpapatupad ng minimum public health standards at mga pag-iingat gaya ng pagsusuot ng face masks, pagpapanatili ng social distancing protocols, at pagsunod sa curfew hours.
“Government officials who fail to implement and enforce all applicable, laws, policies and guidelines will be held accountable for violation of the Local Government Code and the Revised Penal Code,” pagdidiin niya.
Samantala, dapat na tulungan ng PNP ang mga LGU sa mahigpit na pagpapatupad ng lahat ng kautusan, batas, at ordinansa partikular ang lahat ng aplikableng minimum public health standards at pag-iingat gaya ng pagsusuot ng face masks, pagpapanatili ng social distancing protocols, at pagsunod sa curfew hours.
“To avoid overcrowding and the transmission of Covid-19, the PNP should also establish holding areas where violators of health and safety standards will be brought in, and they shall not be placed with detainees in jails,” aniya.
Para sa DOJ, sa mga kaso ng warrantless arrest ng mga tao para sa mga paglabag ng health and safety ordinances, at quarantine at iba pang kaugnay na mga apglabag, nagsasagawa ang inquest prosecutor ng inquest proceedings, maging virtual sa pamamagitan ng e-inquest o pisikal man sa tradisyunal na harapang pamamaraan.
Isa pa, kailangang tiyakin ng inquest prosecutor ang katotohanan ng warrantless arrest, gayundin ang mga aplikableng paglabag sa health and safety ordinances, at quarantine at iba pang kaugnay na mga paglabag.
Dapat siguruhin ng City/Provincial Prosecutor ang pag-iisyu o paglabas ng aprubadong resolusyon o impormasyon sa pinakamaagang oportunidad upang maiwasan ang hindi kinakailangang pagsisikip sa mga piitan at detention centers.
