Multi-level parking in Baguio, Yes or No?

Mylen Victoria Yaranon said No to proposed mall and hotel with 1300 parking space at the old Baguio Auditorium. But the proposed parking adopted on the Burnham Park Development Master Plan from the University of the Cordilleras approved last 2012 is considered by the city councilors of Baguio. Councilor Yaranon of the Committee on Public Works said that she maybe in favour of the old Baguio Auditorium in between UC and Athletic Bowl and not of the proposed Mall and hotel with parking even if it’s a public private partnership or PPP because, she said, there is no reason to compete on mall and hotel and other business establishments when Baguio has so much of it.

Presidential Decree No. 1762 during the reign of the late President Marcos clearly stated that by the constitution conveyed to the Philippine Tourism Authority that they may not alienate, mortgage or otherwise encumber the public domain located in the city. And under the Executive Order No. 224 of former President Ramos, the management and operation by then has been transferred to National Parks Development Committee in 1989, also said in sec. 5 that the City of Baguio cannot alienate any portion of the Park.

Meanwhile Architect Romero said that University of the Cordilleras is open for any revision on the Burnham Park Development Master Plan to cater to the needs of tourists on parking and even the resident park goers. Councilor Elmer Datuin said that Baguio needs one and two multi-level parking for now, other than that is too much. One parking for business tax payers and local government employees which is now approved to be put up at Camp Allen then one if possible for tourist and residents of Baguio which is now proposed at the space of the old Auditorium but not another at Ganza and back of Baguio Library. Then City Administrator Atty. Carlos Canilao of CDRRMC said that he is always in favour of any city proposed ordinance as long as it will benefit both the government and its people.
