P2.2B panukalang executive budget sa 2020

LUNGSOD NG BAGUIO – Itinakda ng executive department ng lungsod ang tentative budget estimate para sa taong 2020 sa PhP2,230,000,000. Pinangunahan ni Mayor Benjaling Magalong ang pagrepaso ng panukalang badyet sa Budget Forum on the Executive Budget na ginanap noong Setyembre 24 bilang paunang aktibidad para sa pinalisasyon ng financial plan na ipriprisinta sa deliberasyon at pagsang-ayon ng konseho ng lungsod.
Ang kabuuang badyet ng lungsod para sa 2019 ay PhP2,180,656,133.66. Iprinisinta ni city budget officer Leticia Clemente ang budget estimate base sa tentative income projections on local and external sources of income ng city treasury office sa ilalim ni cityb treasurer Alex Cabarrubias.
Base sa projections, ang kabuuang estimated income para sa 2020 ay PhP2,030,000,000. Ang kabuuang PhP864,062,938 ng halaga ay mula sa internal sources at PhP1,165,937,062 ay mula sa external funds.
Ang internal sources ay binubuo ng tax revenues at non-tax revenues habang ang external sources ay mula sa bahagi mula sa national taxes at iba pa.
Ang tax revenues ay inuuri bilang individualat corporation (professional at community tax), property (real property, special education tax at transfer taxes), goods at services (business, delivery trucks at vans, amusement at franchise taxes), hotel occupancy tax and fines at penalties.
Ang non-tax revenues ay ang service incomes (permit, registration, clearance and certification, supervision, regulatory enforcement, inspection, verification and authentication, processing and occupation fees, sealing and licensing of weights and measures, fines and penalties service income); business (rent income, parking fees, receipts from market, slaughterhouse and cemetery operations, sales revenue, garbage fees, interest, business and other incomes); at miscellaneous incomes.
Ang external sources naman ay mula sa bahagi mula sa national taxes (Internal Revenue Allotment, national wealth and economic zones), governmentowned and controlled corporations (Philippine Charity Sweepstakes Office), extraordinary receipts (grants and donations in kind) at capital or investment receipts (gain on sale of property, plant and equipment).
Kabilang sa kabuuan ay ang beginning balance na nagkakahalaga ng PhP200 milyon. Ang expense component para sa cost of delivery of basic services ay tinatapos pa upang ipamahagi sa iba’t-ibang kategorya: personal services, maintenance and other operating expenses, capital outlay, Disaster Risk Reduction Management Fund and development fund.
Isa pa na nirerepaso ay ang panukalang Annual Investment Plan (AIP) na nakalista ang mga proyekto ng pamahalaang lungsod para sa 2020.
Ipriprisinta ni city planning and development officer Evelyn Cayat ang mga proyekto sa city development council sa isang pagppupulong sa Oktubre 8.
Ang CDC na pinamumunuan ng mayor ng lungsod ay magdedesisyon kung aling proyekto ang ipapatupad. Kapuwa ang panukalang executive budget at ang AIP ay sasailalim sa pagsang-ayon ng konsehong lungsod.
