“Pikoy” Fetes Ilocos Region Police For Excellence

BAGUIO CITY (September 29, 2020) – Philippine National Police chief General Camilo Pancratius Cascolan, “Pikoy”,  feted the Ilocos region police on Monday the acclaimed “Silver Eagle Award” upon the conferment of the fourth and final “institutionalized” stage of the Performance Governance System.

The first police regional office to reap the fete,  the Ilocos Region police led by Brigadier General Rodolfo Azurin Jr., garnered an overall rating of 94.6% in the “Institutionalization Evaluation Process” by the audit team from the national headquarters of the PNP, through the Center for Police Strategy Management.

The process validated the significant breakthrough results of the implementation of the Ilocos region police of the PNP P.A.T.R.O.L. Plan 2030 for the past three years.

Cascolan beamed that the Ilocos region police, is the first PNP office or unit conferred as “institutionalized” in the implementation of organizational strategy towards the attainment of organizational vision following the PNP’s agency conferment of “institutionalized” status last July 15, 2019 by the Institute for Solidarity in Asia.

Azurin Jr. (PMA class of 1989) in taking pride of the fete shared the accolade with the past and present police officers and the men and women of the Ilocos region police, especially mentioning BGen Moro Lazo (PMA class ’84),  BGen Roman Felix (PMA ’83),  BGen Charlo COLLADO (PMA ’86), and BGen Joel Orduna (PMA ’88) “for hurdling the PGS stages that came across them while sitting as Regional Directors: Initiation Stage, Compliance Stage, Proficiency Stage, and finally Institutionalization stage.”   With their sterling performance, PRO 1 again achieved another milestone among its many firsts,  Azurin Jr. noted as he received the award from Cascolan Monday at Camp Crame.

“Guided and motivated by the exemplary leadership of those who came before us, under my leadership as the current RD, Team PRO 1 will continue to do its best for our family, for our organization, and for our country and the Filipino people we are bound to serve and to protect,”  Azurin Jr. vowed.  He added,

“under the leadership of (General Cascolan),   Team PRO1 programs and projects are aligned with his 9 point agenda that gives emphasis to a more responsive staffing requirement towards operational excellence; improve infrastructure development for a more functional and conducive work environment, and integration of our smart policing.”

Azurin Jr. explained that while taking queue from the strategic view of Cascolan, the Ilocos region police translated and simplified Cascolan’s 9 point agenda through progress driven initiatives – the M+K+K = K framework or the “Malasakit plus Kaayusan plus Kapayapaan equals Kaunlaran” framework, to achieve a holistic progress in the Ilocos region.  “Madali etong tandaan ng bawat pulis and all programs are very much aligned in our Patrol Plan 2030 where the 9 point agenda of our CPNP were culled.”

“(Ilocos region policemen) will draw its motivation from the current state we are now in as an institutionalized office. We shall sustain the gains of the PNP Patrol Plan 2030 and beyond,”  the Ilocos region police official promised,adding, “our best practices will be shared and continuously reviewed together with our strategic partners and stakeholders — the Regional Technical Working Group, Regional Police Strategy Management Unit 1, and the Regional Advisory Council.”

Azurin Jr. stressed,  “(we will continue to dream, Team PRO 1 will believe and will achieve that dream. Team PRO 1 will soar high because we stand as a recognized  citizen-friendly, human rights based police office na may Malasakit, may Kaayusan, may Kapayapaan para sa Kaunlaran.”
