Nilalayon nitong makalikom ng pondo at kamalayan bilang suporta sa mga magulang na may mga anak na may espesyal na pangangailangan sa Baguio City at Benguet. Binigyang-diin din ng aktibidad ang pagtataguyod ng
pakikiramay at kapayapaan sa loob ng mga komunidad, na may layuning magkaroon ng positibong epekto kung saan
ang bawat hakbang at pedal ay nag-aambag. Ang mga nalilikom na pondo sa kaganapan ay direktang ibibigay sa Baguio-Benguet Warriors Hands of God Charity Works, na tinitiyak na ang mga batang may espesyal na pangangailangan ay makatatanggap ng pangangalaga at suporta na nararapat sa kanila.

In a span of two years ( 2022-2023) saw a dramatic increase of graduates in the college level in Cordillera, according to Commission on Higher Education – Cordillera (CHEDCAR). For academic year (AY) 2022- 2023, total graduates
posted at 17,903 while in 2021- 2022 had 14,254 as against the 10,338 lowest marked in 2020- 2021 at the height of the Covid pandemic crisis. Before the world health crisis Covid, specifically for AY 2018-2019, total graduates in the region recorded a high of 18,857 compared to 11,983 for academic year 2019-2020.
The enrolment data from CHED-CAR reveals a diverse interest in academic fields among students in the CAR, with the Medical and Allied Disciplines leading at 17.8 percent , translating to approximately 25,000 students. This surge underscores a growing interest in healthcare professions amidst a global health-focused climate. Following this, the category of Other Disciplines, which includes a wide range of academic pursuits at 13 percent or approximately 18,000 students. This indicates a shift towards interdisciplinary studies and evolving career interests.
Business Administration and Related disciplines drew 11.6 percent of the enrollees, or roughly 16,000 students,
highlighting a sustained interest in business and management education. Others, Engineering and Technology follow with 9.5 percent (13,000 students), and Education Science and Teacher Training with 8.9 percent (12,000 students). IT-Related and Service Trades each attract 6.1 percent of enrollments (8,000 students), while Fine and Applied Arts see 5.3 percent (6,000 students).
Natural Science and Mathematics have lower enrollments at 2.5 percent (\00 students) and 0.8% (900 students), respectively, reflecting their specialized nature. However, the transition from academia to the workforce is overshadowed by the region’s unemployment and underemployment rates. The Philippine Statistics Authority (PSA) reported an unemployment rate of 3.4 percent in January 2024, marginally higher than the previous year’s 3.3 percent.
More concerning is the significant rise in underemployment, jumping from 12.7 percent in January 2023 to 16.8 percent by January 2024, highlighting a growing gap between job availability and the skills or employment needs of the workforce. The impact of graduation months on labor employment is a critical factor for the region. The influx of new graduates typically leads to a temporary spike in unemployment rates as more individuals enter the job market. This seasonal phenomenon underscores the need for a strategic approach to align educational outcomes with employment opportunities.
Nickson Wayne G. Bolla, a 2022 graduate of Bachelor of Communications, shared his apprehensions about entering the job market amidst the challenging employment landscape. ”May takot at kaba knowing na there’s a competition sa pag apply ng isang position. Lalo nat fresh graduate, usually hinahanap nila may mga experience, kaya may chance na ndi makuha,” he said. Bolla’s concerns reflect the broader anxieties of many young professionals in CAR as they navigate the complexities of finding employment in a competitive and experience-driven job market.
Enrollment figures in the CAR both private and public highlight Baguio City as the leading educational center with
71,196 students, followed by Benguet’s 24,550. Other provinces like Kalinga (14,011), Ifugao (12,127), Abra (11,435), Mountain Province (6,563), and Apayao (5,009) contributed to the grand total and reflecting a widespread commitment to higher education across the region.

Ang Officers Ladies Club ng Police Regional OfficeCordillera, ay nagsagawa ng Community Outreach Program para sa mga residente ng Purok 2, Barangay Irisan, na ginanap sa Elpidio Quirino Elementary School, Baguio City, noong
Marso 23. Ang aktibidad ay pinangunahan ni Helen Grace Peredo, kasama ang OLC BCPO sa pangunguna nina Adviser Rose Eileen Bulwayan at President Cynthia Abellera, sa pakikipagtulungan ng mga tauhan ng BCPO.
Mula sa magkasanib na pagsisikap sa nakalikom na mga pondo ng OLC, ay may kabuuang 84 children at 23 pamilya ang naging beneficiaries sa kanilang ipinamahaging mga tsinelas, materyales na pang-edukasyon, food packs, mahahalagang groceries at labanos. Kabilang sa isang mahalagang bahagi ng inisyatiba ang paglilipat ng tangke ng tubig na sumisimbolo sa pangmatagalang suporta para sa mga pangangailangan ng komunidad.
Sa mensahe ni Mrs.Peredo, “Lahat tayo ay may pangarap at hindi imposible na makamit mo ang iyong pangarap; kailangan mo lng ay manalig ka sa Diyos, mag-aral ng mabuti, magsipag at huwag kang gagawa. ng masama.” Nagpahayag ng pasasalamat at pangako si Mrs. Bulwayan sa patuloy na paglilingkod. “Sa pamamagitan ng tagumpay ng collaborative outreach program, maaari kaming magpatuloy na tumulong habang nilalayon naming maabot at makapaglingkod sa publiko. anumang paraan at paraan at ang Our Ladies Club ay hindi lamang isang grupo, kundi isang organisasyon na may puso ng paglilingkod,” dagdag niya.

Ang kaganapang ito ay hindi lamang nagbigay ng mahalagang tulong ngunit pinalakas din ang mga ugnayan sa pagitan ng tagapagpatupad ng batas at ng komunidad, na nagtataguyod ng kapwa responsibilidad at mabuting kalooban.

The Montanosa Film Festival (MFF) is set to captivate audiences with two exciting programs: Anima sa Montanosa and SineMusiKain, promising a fusion of creativity and cultural celebration throughout the festival’s duration. While MFF traditionally highlights live-action cinema, this year showcases the artistry of animators through the Anima sa Montanosa. This initiative not only provides a stage for talented artists but also aligns with the Cordillera School of Digital Arts’ aspirations to establish itself in content development, leveraging the MFF as a national recognition platform.
This edition will exclusively feature the winners of Animation Shorts from the esteemed 2023 Animahenasyon Festival, organized by the Animation Council of the Philippines. Creative Council Director Rene Misa speaks on the
development of animation in the city, emphasizing the significance of this collaboration, underlining the Cordillera region’s growing influence in the creative landscape. Furthermore, Lead Organizer Raymond Sakiwat revealed plans to expand the festival’s scope by incorporating two additional film categories in the next iteration: Animation and
Children Films, indicating MFF’s commitment to nurturing diverse cinematic talent.
In addition to Anima sa Montanosa, the festival’s allure extends to SineMusiKain, a unique cinematic experience
merging outdoor film screenings with gastronomic delights and live music. Attendees can indulge in a sensory journey, savoring culinary delights from 32 local food businesses while immersing themselves in the magic of cinema, accompanied by the melodious tunes of Baguio’s talented musicians. The two events will simultaneously be held at the Basement of Baguio Convention and Cultural Center, Rose Garden and Lake Drive from March 20-31. In addition to these marquee events, the MFF will also feature film talks and screenings across the city, in collaboration with various stakeholders.

35k seniors in the city now registered with NCSC
Baguio City
The National Commission of Senior Citizens (NCSC) Cluster 1 is urging people ages 60 and above to register to their online database. The ongoing registration aims to empower the elderly by granting them access to various government benefits and programs tailored to their needs. This concerted effort reflects a broader commitment to inclusivity and social responsibility, ensuring that senior citizens in Baguio City are not only supported but actively
involved in the fabric of community life.
Central to the agency’s initiatives is the esteemed ‘9 Core Program’, which encompasses essential divisions such as Wellness, Health, Emergency response and Benefits Division (WHEREBED), Senior Citizens’ Unit for Rights Improvement (SECURE), Participation, Communication and Education (PACE), among others. These programs strategically address prevalent issues faced by senior citizens such as social, economic, health and security concerns.
Ms. Charlotte Collado, NCSC Cluster 1 In-charge of office, disclosed that out of Baguio’s senior citizen population of 50,000, approximately 35,000 have already completed registration—an encouraging indication of the community’s
engagement in this initiative. Recognizing the digital dvide, the NCSC has established registration outlets in key locations across Baguio City, including Baguio CenterMall, 2nd floor of Porta Vaga, Igorot Garden, Kayang St. in AZCKO Barangay, and KM 5 in La Trinidad. Volunteers are on hand to provide assistance to elderly individuals who may encounter challenges during the registration process.
The NCSC, established under RA 11350 of 2019, serves as the primary government agency dedicated to
safeguarding the welfare and upholding the rights of Filipino senior citizens. Notably, the recent transition of plans and programs for senior citizens from the Department of Social Welfare and Development (DSWD) to the NCSC, in
accordance with Section 11 of the mandate, underscores the government’s commitment to prioritizing the needs of this demographic.

BCPO City Director Challenges Newly Graduated Security Guards to Combat Theft in Baguio City
SM City Baguio recently celebrated the culmination of the SM Security Training for Batch Black Eagle 03-24 Class 733 in a ceremony held at the mall’s basement parking on March 21, 2024. The event was graced by the presence of PCOL FRANCISCO B. BULWAYAN, JR., the City Director of the Baguio City Police Office (BCPO), who served as the Guest of Honor and Speaker. Present during the occasion were Mr. John Philip Baysac, Mall Manager; Major Ricardo V. Revita, President of the Belgian Security Agency; Mr. Almus J. Alabe, Head of Security Affairs; and Mr. Rafael T. Tejada, AVP-OIC Head CRS SCMC. PCOL BULWAYAN, JR. commended the graduating security guards for their commitment to upholding peace and order within the community.
However, amidst the celebrations, PCOL BULWAYAN, JR. issued a compelling challenge to the newly graduated security guards—to combat theft within the city. He emphasized that “theft remains the most commonly committed crime, particularly in the malls, with shoplifting accounting for 70% of these incidents.” This underscored the critical role of security personnel in ensuring the safety and security of mall-goers and residents alike. PCOL BULWAYAN, JR. shed light on a positive trend, noting a decrease in theft cases from April 2022 to March 2023. “We can attest that the partnership and exchange of proficiency and skills between the police and security forces do not go to waste,” he affirmed.
“Embrace every challenge as an opportunity to demonstrate your skills and commitment. Stay abreast of emerging security trends, continuously hone your skills, never compromise on the principles of honesty and accountability, and most importantly, keep your safety in mind when carrying out your duties,” he added. The ceremony, beyond its celebratory nature, served as a call to action—a poignant reminder of the graduates’ duty to protect and serve the community. PCOL BULWAYAN, JR.’s challenge resonated as a rallying cry for the newly graduated security guards to actively contribute to decrease theft and enhance overall security within Baguio City. As agents of upholding peace and order, the occasion underscored the crucial partnership between law enforcement agencies and private security forces in safeguarding the city’s security and well-being.

Sa pagdiriwang ng National Poetry Day ngayong Marso, ibinahagi ng Ili Press na nakalikom sila ng 128 Literary Entries na gagamitin para sa kanilang kaunaunahang magazine na may kinalaman sa Cordillera. Ang Ili Press, isang
bagong tagapaglathala ng mga akdang pampanitikan, ay nalulugod na ipahayag ang kanilang panawagan para sa mga pagsusumite para sa kanilang paparating na magasin. Ayon sa ibinahing post ni Heather Ann Pulido, editor-in chief ng Ili Press, nakatanggang sila ng mahigit 70 na tula, 30 short stories, 20 essays, at ilang lyrics at experimental works na may kinalaman sa kanilang karanasan sa Cordillera.
Nitong kakatapos Pebrero 1 hanggang Marso 9, 2024, iniimbitahan ang mga manunulat na may malalim na ugat na koneksyon sa rehiyon ng Cordillera na isumite ang kanilang mga literary piece sa iba’t ibang drop boxes na nakalaan sa lungsod ng Baguio. Ang mga dropbox na ito ay matatagpuan sa Baguio City Public Library, Avados Cafe, Mountain Collegian Office (Benguet State University), Bee’s Nest Co-working Studio, Ili-Likha, Mt Cloud Bookshop,
Tingi Station – Rooftop at Mega Tower 2, at Puon Bookshop.

Inaanyayahan ng University of Baguio ang publiko na magdonate ng kanilang mga gamit ng libro gaya na lamang ng academic, non-academic, middle-grade, novels, at picture story book, na ipapamahagi nila sa isang Book Donation Drive sa darating na Abril 27. Ang aktibidad na ito ay alinsunod sa selebrasyon ng ika-75th Founding Anniversary ng unibersidad at mula noong buwan ng Enero hanggang Mayo ay may mga nakalatag na programa para sa publiko.
Sa mga nais magdonate ng libro, bisitahin lamang ang mga library donation drop sa naturang Unibersidad mula
8:00AM – 5:00PM, araw-araw hanggang Abril 23. “Five event yan, so January hanggang May. So every month, may mga clusters na inassign si President Herminio Javier Bautista na maghahandle non. Ang five-cluster event ay naglalayong mapatupad ang 17 Sustainable Development Goals (SDGs) ng United Nations sa komunidad, kung saan sa pamamagitan ng pakikipag-ugnayan sa mga residente ng Baguio at mga mahandugan ng mga kinakailang tulong at serbisyo. Upang mas mapatatag ang bayanihan, layon din ng five cluster event na matulungan, magbigay serbisyo, tulong, at konsultasyon hindi lamang sa UB Community at karatig na mga barangay, kundi pati na rin sa mga residente ng Baguio.
Kamakailan lamang, nagbigay serbisyo muli sa ikatlong pagkakataon ang University of Baguio – Research Innovation Extension and Community Outreach (RIECO) Office sa pamamagitan ng libreng Computer System and Engineering Consultation Services sa publiko na ginanap sa Malcolm Square nitong Marso 12. “Regarding sa amin, MIS, tungkol sa mga computer, or kung pwedeng may for repairs na laptop or installation ng free open source na mga softwares, bali yun yung offer namin.
Tapos consultations about pagpurchase nila ng mga laptops and gadgets,” paliwanag ni Romeo Amiten, University of Baguio – Management Information System (MIS) Office Technical Support. Ilan sa mga serbisyong nakapaloob sa programang ito ay ang Virus Scanning, Reformatting, Installation of Open Source Applications, Consultation on Procurement of Computer Peripherals, Computer Set, Laptop, Network, Etc., Troubleshooting, Structural Designs, Consultation on Building Permit, SanitaryRelated Concerns, Occupational Safety, at Equipment Maintenance.
