Mammag led the ribboncutting ceremony for the recently completed Improvement of BesocolBallay Farm-to-Market Road project in Kabayan, Benguet on November 8, 2023. At least 300 to 400 farmer households in Ballay, Kabayan, along with many others from nearby barangays, are now
reaping benefit of the concreting of the 1.9-kilometer section of the said FMR.

The farmers express their gratitude as they can now traverse the road without concerns about potential damage to their vehicles and agricultural products. The said project has been one of the top priorities of the locality considering its huge contribution to the livelihood of the residents who
are mostly farmers. Farmers in these localities produce broccoli, cauliflower, Chinese pechay, carrots, cabbage, and other temperate vegetables.

Meanwhile, it can be recalled that Governor Diclas sourced out funds from the national government
through Senator Bong Go for other road development projects implemented along the same stretch of the road not only to prevent damage to vehicles and safeguard the transportation of agricultural
products, but also to ensure the safety and well-being of the local farmers.

The improvement of the 1.9 kilometer section of the FMR which was implemented by the Provincial LGU was funded under the Local Government Support Fund (LGSF) through the Financial Assistance to Local Government Units (FALGU) program in the amount of P20 million. LGSF is a fund released by the Department of the Interior and Local Government (DILG) and the Department of Budget and Management (DBM) to provinces, cities, and municipalities which have passed the DILG’s Seal of Good Housekeeping.

In his message during the turn-over ceremony, Governor Diclas thanked DILG for their continued support and assistance to the provincial local government for furtherance of good governance. He also expressed commitment for more development projects which are responsive to the needs of the communities. On the other hand, Provincial Director Mammag congratulated the provincial
government for the successful implementation of the project, as well as the community for
their active participation.

The project is part of the HEALTHIER Benguet agenda of Governor Diclas under infrastructure development and agriculture, she added. Also in attendance during the turn-over ceremony were
municipal officials of Kabayan, representatives from DILG Central and Regional Offices, concerned employees of the Provincial LGU, members of the Provincial Project Monitoring Committee (PPMC), barangay officials, and the locals.
