BAGUIO CITY – Authorities apprehended three (3) individuals on Thursday who were caught slaughtering a dog
for their own consumption. In a report submitted to BCPO City Director PCOL Glenn D. Lonogan, the suspects were identified as Mr. Fernando Lapugen Milo, 52, Mr. Rhumsy Bagawi Balisong, 34, and Mr. Reynaldo Aquino Baysic, 50 (owner of the dog), all residing in Camp 8, Baguio City.

A container containing approximately 10 kilos of dog meat, blow torch, LPG tank, bolo, and knife were confiscated.
The incident was reported to the BCPO Kennon Road Police Station by Atty. Amadeo B Degay of the Furvent Animal Rescue and Advocacy at around 10:25 AM on August 11, 2022. In PCOL Lonogan’s statement, it is illegal to hurt, kill and eat dogs in accordance with RA 8485 as amended by RA 10631, otherwise known as the “Animal Welfare Act of 1998” which will be filed against the three arrested.

PCOL Lonogan also stressed that the arrests were part of the city’s stepped-up enforcement of the law in response to the City Mayor’s call to promote and protect animal welfare. “This Office strongly condemns cruelty to animals of any kind, particularly dogs, considering that they are man’s best friend,” he added.
