Lennard Fadlen of the Baguio-Benguet Public Information Civic Action Group (BB-PICAG) is the second bicycle responder in the country. His bicycle is equipped with the basic medical and communication tools to help out individuals requiring immediate first aid and facilitate medical transport to the nearest hospital.
