CDRRMC WORKS ON UPDATING 3-YEARS DISASTER MANAGEMENT PLAN

Members of the City Disaster Risk Reduction and Management Council (CDRRMC) gathered for four days from May 13-16, 2025 in a
workshop aimed to enhance the 3-year Local Disaster Risk Reduction and Management Plan (LDRRMP) of the Summer Capital. Local government units are mandated to update LDRRMPs based on a medium term or three years and long-term plan of six years under Republic Act No. 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010. The workshop is in preparation for 2026-2028 LDRRMP in place of the approved plan for 2023-2025 under City Council Resolution No. 109, series of 2023.

Local Disaster Risk Reduction Management Officer IV Engr. Charles Bryan Carame an updated and approved LDRRMP is among the
requirements to pass the Seal of Good Local Governance (SGLG) and Gawad KALASAG (Kalamidad at Sakuna Labanan Sariling Galing Ang Kaligtasan) programs of the Department of the Interior and Local Government (DILG). Following the National DRRM Plan and Framework, the city anchored its DRRM programs on four thematic areas: Disaster Prevention and Mitigation; Disaster Preparedness; Disaster Response; and Disaster Rehabilitation and Recovery.

But with the city government’s goal to become part of the Making Cities Resilient by 2026 ahead of the 2030 target for all participants of the initiative, Carame said the enhanced LDRRMP will now inculcate Climate Change Adaptation (CCA) projects, programs and activities.
“We hope to be able to input relative projects, programs and activities from all the departments and offices for an encompassing DRRM-CCA plan,” Carame said. Carol Gano of the DILG Baguio City Field Office emphasized the importance of integrating DRRM-CCA plan with LGU-mandated plans particularly the City Land Use Plan (CLUP) and the Comprehensive Development Plan (CDP). She said all local
development plans should be integrated and interoperable for Baguio City to achieve its vision: “Baguio 2043 – A Creative, Inclusive and Livable City.”
