BAGUIO CITY
Hundreds of land titles are pending for processing if not denied at the Department of Environment and Natural
Resources (DENR), and at the local office of Land Registration Authority (LRA). On top, DENR and LRA have required applicants to submit a mayor’s clearance following the latter Executive Order 112- Series 2022. The said executive order prescribed the width of city and barangay roads, pathway, and alleys.
For City Roads –10 meters; Barangay Roads- six meters and Pathway/Alley -three meters. The EO states “It is implemented in order to have a wide mobility of vehicles, safe access of pedestrians abd emergency purposes, and
adopt the minimum design standards per Presidential Decree 957 and Batas Pambansa 220.”to Experts claim the executive order could be best implemented in subdivisions not in barangays pointing the mountainous geography of the city.
An incumbent city councilor slammed Magalong’s EO as “oppressive.” A number of residents complained especially
those applying for land titling for additional ”mayor’s clearance” to conform to the EO 112. The order states: “there are Public Land Applications within the City of Baguio with different modes of titling such as Town site Application (TSA), Miscellaneous Sales Application (MSA) and Residential Free Patent Act.
