The Provincial Pangasinan Office recently concluded its 4-day Universal Health Care Leadership and Governance Policy Framework Orientation for local chief executives of the province to secure inter-local government unit (LGU) cooperation and deliberate the health financing/regulation and
heath information system components of the law for effective implementation. DOH – Ilocos Assistant Regional Director Rodolfo Antonio M. Albornoz lauded the province’s 100%
preparatory level achievement under local health system maturity level annual monitoring conducted in 2022.

“This accomplishment is only the first step in the UHC journey towards improving our primary health care system.” “Marami pa tayong dapat gawin to achieve our vision of providing a comprehensive health access to our kababayans, especially those suffering from financial difficulties. And this requires commitment, dedication and strong political will from all of us to implement the needed UHC reforms upang sila ay ating matulungan.”

The objective of the UHC inter-LGU cooperation is to ensure the accessibility of health care services at the appropriate level and organize all primary care providers into a primary care provider network that will be linked to a secondary and tertiary care provider within the province. Once established, the system will also ensure that health care service packages are available in the designated health providers within the network. All health facilities under the network shall also undergo improvement and upgrading of services.

Albornoz assured local chief executives and local health leaders that the regional office remains committed in providing the required managerial, technical and financial integration assistance towards the successful implementation of the Universal Health Care Act in all the provinces. “Let us all work towards the achievement of our shared goals and guarantee an inter-LGU commitment that will fully engage and roll-out our plans for the benefit of Pangasinanses,” he encouraged. Participants for the week-long activity includes all the 47 municipal and city health offices, city and municipal mayors, sangguniang panlalawigan/sangguniang bayan chairman on health and selected rural health physicians of Pangasinan.
