NBI EXPRESSES FULL SUPPORT FOR NATIONAL ACTION PLAN FOR UNITY, PEACE, AND DEVELOPMENT 2025-2028

The National Bureau of Investigation (NBI), led by NBI Director Judge Jaime B. Santiago (Ret.), expresses its full support for Memorandum Circular No. 83, series of 2025, issued by the Office of the President, adopting the National Action Plan for Unity, Peace, and Development (NAP-UPD) for 2025–2028. The plan highlighted in the Memorandum Circular outlines the government’s comprehensive strategy to address the root causes of insurgency and local armed conflict, with the ultimate goal of achieving inclusive and sustainable peace nationwide. Anchored on the National Security Policy 2023–2028 and the Philippine Development Plan 2023–2028, the NAP-UPD promotes a whole-of-nation approach, emphasizing transparency, human rights, and community engagement.

As the country’s premier investigative and law enforcement agency, Director Santiago said that the NBI stands committed to upholding the core principles of the NAP-UPD. The Bureau also commits to intensifying its efforts in community engagement, inter-agency coordination, and proactive crime prevention—all in support of a unified and peaceful Philippines. Santiago adds that the NBI recognizes the vital role of the law enforcement sector in the successful implementation of the NAP-UPD. As a partner of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), the Bureau commits to aligning its programs with the objectives outlined in the action plan, and will work in close coordination with other government agencies and counterparts to ensure that the goals of the NAP-UPD are achieved through ethical, accountable, and community-centered governance.
