OFFICES TOLD TO PROVIDE ADDITIONAL PERSONNEL DURING RUSH HOURS

City officials recently requested the Baguio City Police Office (BCPO), the City Engineering Office–Traffic and Transportation Division (CEO-TTMD) and the Public Order and Safety Division (POSD) to provide additional
personnel during the rush hours in the morning, 6 am to 9 am, and in the afternoon, 4 pm to 8 pm, to manage pedestrian lanes along the perimeter of the City Hall, schools or learning institutions within the central business district and other key areas with heavy foot traffic.

Under Resolution N. 766, series of 2024, local legislators stated that for motorists to follow various ordinances,
there is still a need for BCPO, CEO-TTMD, and POS personnel to manage pedestrian lanes, especially along the perimeter of City Hall, schools or learning institutions within the central business district, and other key areas where there is heavy foot traffic and more importantly during the rush hours in the morning, 6 am to 9 am, and in the
afternoon, 4 pm to 8 pm.

During the Scout Official For a Day (SOFAD) session held on October 21, 2024, the SOFAD Council adopted the
proposal of SOFAD Councilor Joaquin Andres B. Reyes that requested the BCPO, CEO-TTMD and POSD to provide
personnel to manage pedestrian lanes along the perimeter of the City Hall, schools or learning institutions within the central business district and other key areas where there are heavy foot traffic, especially during rough hours in the morning, 6 am to 9 am, and in the afternoon, 4 pm to 9 pm.

Ordinance No. 07, series of 2010 or the King of the Road Ordinance provided for the mandatory stop of motorists before pedestrian lanes for five seconds and are further required to yield for pedestrians to cross before proceeding and Resolution No. 140, series of 2024 that reminded the BCPO to support and continue with the strict implementation of the said measure. The council claimed that there are still complaints from pedestrians, particularly the elderly and students, as well as observations from motorists about drivers not adhering to the King of the Road Ordinance. Copies of the approved resolution will be transmitted to the BCPO, CEO-TTMD and POSD for information, guidance, ready reference and further needed action.
