PGLU formulates 2020-2022 Executive-Legislative Agenda

La Union (PGLU) has formulated its Executive-Legislative Agenda (ELA) for 2020-2022, through the Legislative- Executive Development Advisory Council (LEDAC) Workshop on October 23-25, 2019 at the CAP John Hay Convention Center, Baguio City.

The ELA captures the PGLU’s primary targets in the next three years, through priority programs, projects and activities (PPAs) that support the La Union Transformative Governance Framework.

Leading the plenary discussions during the workshop were Gov. Francisco Emmanuel “Pacoy” R. Ortega III and Vice Gov. Mario Eduardo C. Ortega, as the LEDAC Chair and Co-Chair, respectively.

As members of the council, the Provincial Board Members; PGLU Department Heads; District Hospitals and La Union Medical Center chiefs; Office of the Governor and Office of the Provincial Administrator Work Units’ heads, also took part in the sessions.

Representing special interest sectors in the ELA formulation were the members of the Multi-Sectoral Governance Council and civil society groups. Other workshop participants were national line agencies representatives and the Governor’s consultants. For context, the Executive and Legislative Accomplishments for 2016- 2019 were presented by Provincial Planning and Development Coordinator Michaela Louise T. Delfinado and Secretary to the Sangguniang Panlalawigan Donato Rimando, respectively.

During the breakout sessions, the workshop participants were grouped into four, representing the FERO governance sectors namely Financial Stability, Economic Dynamism, Resilient Communities, and Organizational Accountability Sectors.

The sectors identified their target PPAs and their corresponding costs. The PPAs were also assessed of their legislative requirements, if any, through ordinance or resolution.

The sectors’ targets were presented in the plenary, where they were comprehensively reviewed and evaluated. The Governor’s consultant, Ms. Agnes Grace Cargamento, facilitated the presentations.

For the Financial Stability sector, the goals set out were sustainable revenue generation and sound expenditure management. Meanwhile, the Economic Dynamism and Competitiveness Sector aimed to bring about sustainability in various industries such as tourism, investment, agriculture, career employment, and infrastructure.

The Resilient Communities sector targeted to deliver service enhancements in the fields of health and sanitation, social welfare, housing, education, culture preservation, public order and safety, disaster resiliency, social inclusivity, and ecological integrity. The Organizational Accountability and Governance Sector laid out goals on Integrated Governance Systems; Policy and Planning; Human Resource; Efficient Organizational Security, Logistical and Infrastructure Support; and Increased Public Participation and Satisfaction.

Gov. Pacoy encouraged the council members to sustain their synergy and collaboration to ensure sustained harmonization of the PGLU’s executive and legislative initiatives. Vice Gov. Ortega supported the Governor’s call as he remarked, “the planning is over, the work will begin
