PHESCO INC.’S BATCHING PLANT ISSUE: SABLAN’S BARANGAY CHAIRMAN ANACIOCO “ENDORSERS” ADVINCULA’S LOT FOR POSSIBLE NEW SITE

The Punong Barangay of Bayabas in Sablan town has given Phesco Inc. a signal to negotiate with a private individual for the proposed relocation site of the company’s batching plant. Based on the document
obtained, on October 13, 2022, Teofilo Anacioco, Punong Barangay of 12 wrote Phesco Inc. through Engr. Robertson Bulan, Operation Manager – BLISST Circumferential Project, stating that it can now proceed
in negotiating with Mrs Remedios Advincula for the proposed relocation site of its batching facility.

Phesco Inc. Silverwolves Construction Corp contractor of the P286-Million (3.6-kilometer) circumferential road project in Sablan, maintained that a batching plant is critical to the delivery of concrete materials for the completion of the said project. Punong Barangay Anacioco’s letter stated : “Officials of this Barangay led by the undersigned (Anacioco) met with the family Mrs Remedios Advincula at their residence at the Sitio Abuloy, Bayabas (Sablan) in the morning (Oct 13) and they have expressed willingness that their
lot may be utilized depending upon reasonable terms of agreement that may be offered by the company.”

“With this development ,it is respectfully requested that your office may now pursue the negotiation with the family of Mrs. Advincula so that an agreement would be finalized,” the letter further stated. In fact, on Oct 12, local officials of Sablan together with representative(s) of Phesco Inc. met and discussed the proposed relocation site of the company’s batching plant currently situated at Sitio Monglo.

In relation to the issue, the Regional Development Council (RDC- Cordillera) through its Committee on Infrastructure, chaired by the DPWH-CAR recently called a meeting and it emphasized the importance of
the project. In an exclusive interview, Bulan said his company will still have to conduct an engineering
assessment if the area (Advincula) is feasible for batching plant operation. Bulan revealed that there are actually four individuals who are offering their lots for possible relocation site.

The circumferential road project was temporarily stopped when Phesco Inc.’s batching plant present site in
(Sitio Monglo ) was given a cease and decease order (CDO) by then Mayor Munar and was continued on by now Mayor Dacumos, resulting to the alleged non-delivery of concrete materials for its completion.
The stoppage order stemmed from the complaints lodged by local residents of Sitio Monglo for alleged
violation of local laws and environmental and safety issues.

In an earlier ABN report Phesco Inc’s Operations Manager Bulan, explained that their batching plant is covered by Certificate of Non Coverage (CNC) issued by the environment department, and several health and safety measures were introduced. In fact, a number of residents in Barangay Bayabas -Sitio Monglo and adjacent villages support the project and the operation of the batching plant.

In a recent dialogue, Mayor Dacumos said that he is not against Phesco Inc.’s batching plant in their town but not on its present location -presently located along the Quirino National Highway at Sitio Monglo in Barangay Bayabas. “We are not against the operation of a batching plant but not on the present location
,”said Mayor Dacumos who led other town officials, Assistant Provincial Legal Officer, and representatives from the DPWH-Cordillera Region in a recent dialogue.

Mayor Dacumos stressed that with or without the Phesco Inc.’s batching plant in their town, the project should be continued, adding that the project is vital to their town’s progress as well as the
province and nearby areas.
