POLICE, MOTORCYCLE GROUPS TO ADDRESS LOUD MUFFLERS

The Baguio City Police Office and heads of 18 motorcycle groups in the city agreed to address the problem of loud mufflers. In a report to Mayor Benjamin Magalong, BCPO Director P Col Ruel Tagel said that as requested by the mayor, they were able to conduct a dialogue with the different motorcycle organizations on April 8, 2025 where they threshed out concerns and discussed solutions to noisy exhausts that causes disturbance to residents. The mayor requested for the dialogue to resolve the problem as his office continues to receive complaints from affected residents.

The riders groups were reminded to continue policing their ranks to ensure that their members are complying with the city ordinances and Land Transportation Office issuances on the prohibition of improper mufflers including Republic Act 4136. The procedures on the
apprehension of violators were also laid down. Decibel or sound level meters will be used as measuring devices to determine violators and the guidelines on the use of such equipment will be in accordance with the Land Transportation Office (LTO) memorandum circular.

It was stressed that the laws apply to loud mufflers regardless if these are “aftermarket, altered or stock pipe.” They also agreed that all
complaints or clarifications will be coursed through the police station concerned or the Traffic Enforcement Unit and not through social media for them to be properly addressed.
