Sangguniang Panlalawigan Member Bellarmin A. Flores II, on behalf of Gov. Francisco Emmanuel “Pacoy” R. Ortega III, leads the ribbon cutting and opening of the Department of Science and Technology-Region 1’s three-day Science and Technology Caravan for the 2nd District of La Union at the Rosario Civic Center, Rosario, La Union on June 27, 2018.
