Councilor Edgar Avila personally delivers and hands over a brand new wheelchair to 7-year old Romil Carlos a blind-mute who also suffer from epilepsy and cerebral palsy. Romil’s father, Raul, and supportive neighbors were elated to see Romil on a much comfortable wheelchair than the baby stroller where Romil can hardly fit.
