Apayao Governor Elias C. Bulut, Jr. (at the podium) administers the oath taking of the newly appointed officials of the Elias K. Bulut Administrative Barangay at Kabugao, Apayao. The creation of the EKB Administrative Barangay is a highlight of the celebration of the 22nd Apayao Founding Anniversary dubbed as “Say-Am 2017.” Present in the oath taking ceremony is DILG Apayao Provincial Director Marvin Basquez (standing beside Gov.
