Governor Francisco Emmanuel “Pacoy” R. Ortega III welcomes the members of the Boys Scouts of the Philippines La Union Council during the 31st Provincial Jamboree on November 9, 2017 at the Agoo Eco-Fun World, Sta. Rita Central, Agoo, La Union. In the event, Gov. Pacoy challenged the BSP to become agents of change by preserving natural resources and keeping the environment clean.
