BAGUIO COUNCILOR VLADIMIR CAYABAS ECHOES LEGISLATIVE SUPPORT FOR YOUTH AND JOB SEEKERS

Councilor Vladimir Cayabas reiterated the city’s commitment to bolstering support for its youth, job seekers through pivotal laws, and ordinances during the Kapihan sa Baguio and awarding of scholarships event hosted by the Hotel and Restaurant Association of Baguio (HRAB) on May 22, 2024. As a representative deeply invested in the welfare of
Baguio’s populace, Councilor Cayabas emphasized the importance of existing legislation, particularly Republic Act 11261, commonly referred to as the First-Time Job Seekers Act. He highlighted how this law serves as a vital mechanism to aid young individuals entering the workforce, easing their transition into employment.

Moreover, Cayabas underscored the significance of a recent resolution proposed by a committee within the city council. The resolution aims to waive fees for job requirements such as medical clearance, NBI clearances, police clearance and more, thereby alleviating financial burdens on job seekers and ensuring equitable access to employment opportunities. In alignment with Baguio’s dedication to nurturing local talent, Councilor Cayabas
reiterated the implementation of the “Baguio First” policy, enshrined in an approved ordinance.

This policy prioritizes employment opportunities for residents of Baguio, fostering inclusivity and community development. While not the originator of these measures, Councilor Cayabas’ role in reinforcing their importance highlights the collaborative efforts between legislators and stakeholders in advancing the welfare of Baguio’s populace, especially its youth and job seekers. Looking ahead, Councilor Cayabas’ outline proposed ordinances that aims to further support the city’s youth and job seekers. These include initiatives to assist out-of school youth and allocate funds to cover examination fees for qualified and indigent residents taking licensure exams.

Such measures, he emphasized, are essential in ensuring equal opportunities for all residents of Baguio City. In his closing remarks, Councilor Cayabas reiterated the fundamental role of education in human resource development, stressing its significance in shaping the city’s future. “We believe that the best development out there is still through education,” he affirmed.
