Governor Francisco Emmanuel “Pacoy” R. Ortega III and Regional Director Myrna C. Cabotaje of Department of Health Region 1 (DOH-RO1) lead PGLU department heads and chiefs of hospitals and stakeholders in the blessing and groundbreaking ceremony of Regional Blood Center (RBC) on October 18, 2017 at Sevilla, City of San Fernando, La Union. The RBC aims to ensure adequate supply of safe blood to the entire Region I and adjacent areas. Also in photo is City of San Fernando Mayor Dong Gualberto.
