City registrar, tumangging humarap sa konseho

Sa kabila ng ilang ulit na paanyaya ng Sangguniang Panlungsod (SP) kay Acting City Registrar Rodil Rivera na ipaliwanag ang mga isyu na kinasasangkutan nito sa Registry of Deeds (ROD) ay tinanggihan nito ang pagkakataon na idepensa ang sarili sa konseho.
Sa kanyang sulat sa SP na may petsang Mayo 17, 2018, sinabi ni Rodil na hindi ito tutol na maimbitahan ng konseho bilang “resource person” sa mga bagay na may kaugnayan sa serbisyo ng kanyang tanggapan ngunit ang inayawan nito ay ang mistulang pagiging isang akusado niya batay sa nabasa niyang kopya ng nakaraang pagdinig ng SP na kasama ng imbitasyon na ibinigay sa kanya.
“Scrutiny of the transcripts… reveal that your Registrar and/or his office has already been unceremoniously accused most unfairly of wrongdoing without having been furnished of formal complaints of persons who even admitted they are friends of the Vice Mayor,” ayon sa sulat ni Rodil.
“Without bases, (I was) threatened to be ‘thrown out’ or be ‘sent to the Abu Sayaff’ by no less than the Vice Mayor himself; unfairly judged to committing ‘anomalies’ without… due process; (and) threatened to be replaced by somebody from Baguio City so that transactions with the Registry of Deeds would be easier or smoother,” saad ni Rodil.
“What is even more disturbing is that while Atty. Frisco Domalsin who attended your sessions admitted on record to offering P50,000 as ‘compromise’ to an ROD staff, some members of the Council even looked beyond his possible commission of ‘corruption of public officials’ as defined under Art. 212 of the Revised Penal Code… to form an unfounded conclusion in the minds of people that the ROD was up to no good,” dagdag niya.
Samantala, sinabi ni Vice Mayor Edison Bilog na nakakalungkot na pinalagpas ni Rodil ang pagkakataon para ipahayag ang kanyang panig.
“I wonder what he is afraid of because if he has nothing to hide he should be willing to show himself to us, explain his side and clear his name or that of any of his personnel because it’s his obligation to do so as a public servant. Right now it seemed to me that he is making all excuses just so he won’t face us,” sabi ng bise mayor.
Sinabi ni Bilog na nagmungkahi siya ng dalawang resolusyon sa konseho na humihiling sa National Bureau of Investigation na siyasatin ang diumano ay iregularidad sa ROD at kay Land Registration Authority Administrator Renato Bermejo na ilipat ng destino si Rodil at ilan pang tauhan ng ROD habang isinasagawa ng NBI ang imbestigasyon.
Sinabi naman ni Rodil sa kanyang sulat na hindi na nito sasayangin ang oras ng SP dahil ang ugat ng isyu, ang pagkakaiba sa interpretasyon ng Section 4 ng Presidential Decree 957 at Ordinance No. 19 series of 2009 sa pagitan ng kanyang tanggapan at ng konseho, ay naisangguni na sa Housing and Land Use Regulatory Board (HLURB). Aniya, hintayin na lamang nila ang magiging tugon ng HLURB upang matapos na ang isyu.
“It is prayed that our good City Councilors exercise patience and sobriety as we await answers to the undersigned’s inquiries before the same issues are tackled anew,” saad ni Rodil.
