Councilor Vladimir Cayabas in a resolution has urged the Department of Education-Cordillera Administrative Region (DepEd-CAR) to earnestly encourage all public schools in the city to organize and establish their School Governing Council (SGC).
According to the resolution, an SGC is an organized body with the authority to participate in the resolution of relevant school issues and in decision making directed towards the continuous improvement of learning and promoting of learner’s welfare.
An SGC is composed of internal and external stakeholders. Internal stakeholders include students or pupil’s organizations, Parents Teacher Association and Faculty Association while external stakeholders consist of alumni, retirees, various government agencies, civil society organizations, and other sectors to include professionals, business and other non-government agencies.
Cayabas explained that organizing an SGC in all public schools in the locality is a vital mechanism to ensure a faster and smoother transition from the pre-pandemic system to the new normal of learning delivery.
The SGC is also a venue for shared responsibility among stakeholders guided by a common goal of actively supporting the learner bastion of the young people, the councilor added.
“Establishing SGC is very timely as part of the strategic recovery initiatives from the debacle brought about by this pandemic wherein sector of education is one of the most adversely affected,” the councilor stated in the resolution.
One of the functions of SGC is to formulate, develop, and monitor the implementation of a School Improvement Plan and report the progress of the SGC implementation to the School Division Superintendent and to the host community.
According to the Republic Act No. 9155 otherwise known as the “Governance for Basic Education Act of 2001”, the establishment of the School Governing Council intends to promote volunteerism among the members of the educational community by proactively supporting the school.
It also aims to facilitate active involvement of every sector in the school improvement process.
