Even if the province is not identified as among the Communist Terrorist Group (CTG) affected areas, the Department of the Interior and Local Government (DILG) Benguet Office reported efforts undertaken in the fight against insurgency through a #WholeOfNation Approach in ending local communist armed conflict (ELCAC).
For 2020, DILG-Benguet was able to profile seven former rebels while four were profiled this 2021.
Five former rebels were enrolled with the Enhance Comprehensive Local Integration Program (ECLIP) assistance. Others still have their Joint Armed Forces of the Philippines – Philippine National Police Intelligence Committee (JAPIC) certification on process prior to qualifying for ECLIP assistance.
The Enhance Comprehensive Local Integration Program (E-CLIP) is a program for former rebels who have decided to abandon armed struggle and return to the folds of the law and join the mainstream of society.
President Rodrigo Duterte issued Executive Order 70 which provided for the creation of the National Task Force ELCAC down to the local level created to synchronize and harmonize efforts in the fight against insurgency.
The task force has 12 lines of efforts or clusters which include ECLIP and Amnesty Program Cluster.
