Governor Francisco Emmanuel “Pacoy” R. Ortega III imparts his plans for Transformative Governance to the representatives of Local Government Unit of Bacnotan during the Municipal Development Strategy on October 16, 2017 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union. This event is in line with the governor’s aspirations for La Union to become the heart of agri-tourism in Northern Luzon by 2025 which aims to upgrade the potential tourist attractions in Bacnotan.
