Napolcom director underscores triumvirate in governance

BAUANG, LA UNION – National Police Commission (Napolcom) Region I Director Evangeline R. Almirante stressed the importance of the roles of the Commission, the local government and the citizens as a triumvirate for a participatory governance.
“There must be cooperation and collaboration of the triumvirate to improve services for a peaceful environment,” said Almirante, the keynote speaker during a symposium on March 8, 2018 at Farmer’s Hall, Bauang, La Union.
She added that the local executive, as its deputy, can recommend police applicants and police deployment, can inspect and audit police officers; gives and supports the operation of the PNP, has the authority to choose qualified police officers and has accountability to the PNP.
“Our role as Napolcom with a legal basis is to promote peace and order, to ensure public safety because we are service and community oriented,” she added.
She further explained that the community or citizens act as the police and the police is for the community. She challenged everyone to be very vigilant and participative of what Napolcom is doing.
She thanked the presence of the mayor, barangay captains and their tanods, the Bauang Association of Non-Government Agencies (Bango), PNP staff and DILG staff saying that their presence signifies their participation in Napolcom’s programs and projects, and that they are part and parcel of Napolcom.
Mayor Eulogio Clarence Martin P. de Guzman III welcomed all the participants. He mentioned that there must be an open participatory governance which is transparent and accountable.
He added that Bango plays a great role in the community and their commitment is highly needed for the improvement and development of Bauang. He stressed that everyone is accountable for his own town. Bauang PIO / ABN
