OMB, palalakasin ang batas para wakasan ang piracy

Muling pinalakas at pinairal ang Republic Act No. 9239 na nagsasaad “An Act regulating optical media, reorganizing for this purpose the Videogram Regulatory Board, providing penalties therefore, and for other purposes,” o ang Optical Media Act 2003.

Maging ang Republic Act No. 9775 “An act defining and penalizing the crime of the child pornography, prescribing penalties therefor and for other purposes,” na nagsasaad na labag sa batas ang pagkakitaan ang bata. Ang child pornography ay isang pang-aabuso sa bata na ito ay nasa Report Violators ng R.A. 9775 “Report Vendors Selling Child Porn Videos” at ang Report Violators ng R.A. 9239 “Report Vendors Selling Pirated Cd’s, at Report Illegal CD producer/Duplicator”.

Ito ngayon ang malawakang muling pagkilos ng mga kinatawan sa Optical Media Board na kung saan ay nakahanda na para ipatupad muli ang 2016 Memorandum Circular sa ilalim ng administrasyon ni Presidente Rodrigo R. Duterte ay walang habas na lilipulin ang mga talamak na piracy producer/duplicator sa bansa.

Sinabi ni Anselmo B. Adriano, Chair & CEO-OMB, “ang paniniwala namin dito ay para ma-solve na ang piracy hand in hand enforcement but continuous education, hindi naman na porke we are having a program that we’re putting our enforcement in the back corner. No, we will continue of course to enforce the law but at the same time giving a chance to those who may want to change their life. Sabi nga namin kung ang expertise mo talaga magtinda, pwede ka naman magtinda ng ibang bagay hindi lang pirated, kasi malaki ang respeto natin sa industriya, sa ating mga kabataan so, this is one thing that we’re emphasizing right now and working with hand in hand with the Department of Industry and hopefully with the TESDA.

“Ang counter argument namin if we are going to check our staff in 2016 the total value of confiscation of piracy materials was that P560 million that’s quite a large amounts, that involves pirated CDs and DVDs, wala pa ang equipment, but when I assume in the office our confiscation goes to P1.1 bilyon. Not all areas in the Philippines have movie houses, kaya ang magbibigay ng entertainment ay ang CD at DVD.

“For the first 5 months alone of 2017, our confiscation had reached P530 milyon so if the trend continues we would probably hit P1.2 bilyon before end of the year, marami sa probinsiya ang ganitong pagbebenta.

Aniya, umaasa sila na mawakasan ito bago matapos ang 2019.

“Alam natin na kapag nagsasagawa tayo ng raid sa mga nagbebenta ay parang balewala lang sa kanila ito dahil babalik at babalik ang mga ito, ngunit hindi kami titigil hangga’t nagpapatuloy ang ganito. Kaya nga may alternatibo kami ipinapangaral sa kanila, alternative means of livelihood, naniniwala kami na ang mga nagtitinda diyan ay gusto maghanap buhay at kumita ng marangal, kailangan maghanap buhay ng tama at ilagay sa ayos  na walang nasasagasaan nakakasira sa industriya, lagi rin namin sinasabi na kung walang bibili ng mga pirated na CD ay wala ring magtitinda.

“Malaki ang naidulot na pinsala ng piracy sa industriya ng pelikula noong 2015 o 2016 ang worldwide sales na ang piracy was estimated to a cost almost $13-B worldwide in loses,” ani Adriano.

Samantala, pinaghahandaan naman ang posibleng raid na isasagawa sa Baguio na kung saan ay all out war na rin itong gagawin para wakasan ang talamak na piracy sa bansa. ABN
