PSA – Benguet Provincial Statistical Office Conducts the PhilSys Step 1 Registration

Republic Act No. 11055, otherwise known as the “Philippine Identification System Act”, signed into law by President Rodrigo Roa Duterte in August 2018, aims to establish a single national identification system for all citizens and resident aliens of the Republic of the Philippines. As a foundational digital ID system built on a Privacy-by-Design principle, the Philippine Identification System (PhilSys) is envisioned to make services more accessible, promote ease of doing business, enhance the integrity of services and reducing fraud, enable and promote participation and trust in digital government and digital economy and empower Filipinos with greater control over their personal data.
The Philippine Statistics Authority (PSA), amidst the COVID-19 pandemic, has commenced its Step 1 Registration in the selected 32 provinces on October 12, 2020 and has successfully
surpassed to pre-register its initial target of 9 million individuals to a total of 9,004,546 registrants as of December 14, 2020. The PSA-Benguet Provincial Statistical Office conducted the Provincial Level Training of the hired Data Collectors and Field Supervisors on January 12-14, 2021.
This is to prepare the workforce in the implementation of PhilSys Step1 Registration in the preregistration of applicants and ensure that health and safety protocols are embedded in the registration process.
During the pre-registration, the data collector has to do the following: 1. lntroduction of the Data Collector (DC) and the PhilSys; 2. Explaining the Privacy Notice and requesting of the applicant’s consent on the collection of their personal information; 3. Inquiry on availability and type of supporting document/s; 4. Capturing of front-facing photo of the applicant holding the lD/supporting document under his/her chin, if available; 5. Gathering of demographic information; 6. Reviewing of the encoded demographic information; 7. Confirmation of DC if target applicant belongs to a household in the Listahanan 8. Sectoral profiling of applicants; 9. lnquiring existence of bank account; 10. lssuance of the appointment slip; and 11. Uploading of collected data.
On January 18, 2021, the PSA-Benguet started the Step 1 Registration in the selected barangays and aims to preregister the target registrants of Baguio City and Benguet while ensuring the safety of both the registrant and data collector.
