4Es nakikitang sagot sa problema sa trapiko

Ang matagal nang problema sa trapiko sa lungsod na ito ay maaaring matugunan ng aplikasyon ng 4Es – engineering, enforcement, education at enactment of proper traffic laws, ito ang sabi ng isang traffic engineer.
“Kailangan walang mawawala sa apat,” ani Ted Tan, isang volunteer ng Traffic Transport Management Committee (TTMC) ng Baguio sa mahigit isang dekada na.
Sinabi ni Tan na ang isang opisina sa trapiko ay hindi lamang gumagawa ng mga rekomendasyon kung paano matugunan ang problema sa trapiko kundi ipinapatupad din ang mga ito.
“It will take time, especially with our current situation when the problem has ballooned but we cannot forever set it aside, we can still solve the problem, not necessarily tomorrow but we can,” ani Tan.
Dagdag pa niya na kinakailangan nang talaga na lumikha ng isang “fully functioning city traffic office dahil ang problema sa trapiko ng lungsod lalo na sa weekends at peak tourist season ay nagbibigay ng negatibong imahe sa summer capital ng bansa.
Ayon pa kay Tan, ang long-term planning kung saan kasama ang projection ng traffic situations ay isang susi sa paghahanda ng isang traffic policy.
“When the TPLEX (Tarlac-Pangasinan, La Union Expressway) was starting, I already wrote a column in a Baguio newspaper about its effect. I projected more people coming to the city for weekend or weekday getaways but nobody listened. Had we prepared years ago, we would have not been surprised,” pahayag ni Tan.
Dahil sa TPLEX ay mararating na ang Baguio sa loob ng tatlo at kalahating oras lalo na sa gabi kaya napakadali na ang biyahe para sa mga residente ng Metro Manila.
Sinabi ni Tan na hindi na maaaring gawing mas mahaba o mas malapad ang mga daan sa Baguio subalit may ibang mga paraan upang maibsan ang sitwasyon ng trapiko.
“More than 10 years ago, there was a strong calling to address Baguio traffic- Session rotunda, central business district, city hall loop, Marcos highway and Bokawkan. I was approached by Mr. Art Orig [former city planning officer] to help design a solution to the gridlock especially afternoon traffic at the post office rotunda. That is the existing one way now,” ani Tan.
Sinabi niya na dahil sa proyekto sa rotunda ay nagawa nilang mapausad at mapagalaw ang trapiko.
“Enactment of traffic laws and enforcement are the only ones often implemented absent engineering and enforcement which limits the implementation,” ani Tan, dagdag pa niya na ang edukasyon ay importanteng bagay sa paglutas ng problema sa trapiko.
“People, everybody, should learn how to be cooperative and not just think of their convenience – parking in a no-parking zone nearer his destination not minding that such act will lead to clogging of the road and inconveniences more people,” aniya.
Ayon pa sa kaniya, dapat magkaroon ng sapat na parking areas upang mapaluwag ang mga daan.
“If there are 1,000 vehicles who go to the area and parking is only for 100 vehicles that will mean the 900 will be parked on the roadside, blocking the road. We need to create more parking within or somewhere else before they enter Baguio,” ani Tan.
Ang paglimita sa life span ng mga public utility vehicles na dumadaan sa mga kalye ng lungsod ay maaari ding tingnan na solusyon sa polusyon sa hangin, pagtatapos ni Tan.
