DILG BINALAAN ANG MGA LGU, MGA OPISYAL LABAN SA MGA NAGPAPANGGAP NA KAWANI NG DBM

LUNGSOD NG BAGUIO – Nagbabala ang Department of the Interior and Local Government Cordillera sa local government units (LGUs) at local chief executives (LCEs) laban sa mga indibiduwal/mga grupo na
nagpapanggap na mga kawani ng Department of Budget and Management (DBM) at umaakto bilang ahente upang makakuha at mangilak ng pera kapalit ng mas mabilis na paglabas ng mga pondo para
sa mga programa at proyekto.

“We are urging our local governments to avoid getting involved with these groups or giving monetary
considerations to them and to be cautious and vigilant of these schemes and only direct their letter requests to the Office of the Secretary of DBM,” ani DILG Cordillera Regional Director Araceli San Jose.
Sinabi niya na ang mga walang-konsiyensiyang tao na nagsasagawa ng mga sumusunod na Modus
Operandi: bumabalangkas ng mga dokumento at hinihingi sa mga LCE na pirmahan ang kahilingan, tinutukoy ang mga contractor, at humihingi ng paunang bayad (deposito) sa ilalim ng pagkukunwari na ang paglabas ng mga nasabing pondo ay mapapadali.

Idinagdag pa,”these individuals are claiming that they have access and influence in the release of the Local Government Support Fund- Financial Assistance to Local Government Units (LGSFFALGU) and other national government funding in exchange of fees,” aniya. Ang mga lansangan, mga tulay, pampublikong pamilihan, mga slaughterhouse, multipurpose buildings/halls, multipurpose pavements, drainage canals, sea wall/river wall, water system projects kabilang ang level 1 stand-alone water points,
evacuation centers, public parks, fish ports, at post-harvest facilities ay mga imprastruktura at ibang mga proyektong sakop ng LGSF-FALGU.

“Our DILG Field Offices are also enjoined in issuing the necessary guidance and advisories to help LGUs avoid transacting with these unscrupulous individuals/ groups and our City/Municipal Local Government Operations Officers (C/MLGOOs) are directed to coordinate with the LGUs to prevent the recurrence
of such incidents and to enjoin the LGUs to report such individuals and groups to the appropriate authorities,” pagdiriin ni San Jose.

Samantala, sa isang advisory ng inlabas ni DBM Secretary Amenah F. Pangandaman, kinondena ng
kagawaran ang ganitong pandaraya at aktibidad, at nangakong makikipagtulungan sa mga tamang awtoridad upang imdestigahan at mabilis na matukoy ang mga sangkot sa panlolokong ito. “We have alerted and have been seriously coordinating with pertinent authorities in conducting thorough investigation into these illegal activities and shall exert all efforts, within the fullest extent of the law, to identify, apprehend and file the appropriate charges against these deceitful individuals and groups,” ani DBM Sec.

Inulit din ng DBM Secretary na ang kanilang kagawaran at mga ugnay na ahensiya ay hindi pinahihintulutan ang sinuman o grupo na makipagnegosasyon at humingi ng pera mula sa publiko kapalit
ng isang pabor. “We strongly uphold with integrity, diligence, and transparency, and we strictly follow the provisions of existing laws, rules, and regulations on the release of funds,” aniya. Hinihimok din ng DBM ang publiko na mas maging matalino at isumbong ang mga kaparehong kaso o anumang ibang kahina-hinalang gawain na gumagamit ng pangalan ng kanilang kagawaran, ang kalihim nito, o sinumang ibang opisyal upang isulong ang kanilang personal na plano at interes.
