Halos P18-B rehab fund para sa Cordillera, hinihiling

LUNGSOD NG BAGUIO – Humihingi ang Cordillera Administrative Region (CAR) sa pambansang pamahalaan ng P17.93 bilyon na pondo na gagamitin para sa rehabilitasyon at restorasyon ng rehiyon matapos masalanta ito ng bagyong Ompong at Rosita noong 2018.
Gagamitin ang pondo sa muling pagtatayo ng mga nasirang imprastraktura, mga bahay, kabuhayang naapektuhan ng mga bagyo noong Setyembre at Oktubre ng nakaraang taon.
“The master plan to restore the socio-economic conditions in the disaster-affected areas with high level of resilience and reduced poverty was prepared by the Cordillera Disaster Risk Reduction Management Council’s (CDRRMC) committee on recovery and rehabilitation composed of mostly government agencies and led by the National Economic and Development Authority (NEDA). It will be submitted to the National Disaster Risk Reduction Management Council (NDRRMC) with the hope of getting its quick response budget to fund the proposals,” pahayag ni NEDA supervising economic development specialist Marie Olga Difuntorum.
Kasama sa plano ang short at medium-term projects para sa livelihood o business development, agriculture at fisheries, housing at settlement, social services, physical infrastructure, at cross sectoral undertakings sa environmental protection.
Mula sa kabuuang halaga, ang P16.9 bilyon ay hihilingin mula sa NDRRM; ang P543.16 milyon ay popondohan ng budget ng regional line agencies; P338.94 milyon ay magmumula sa local government units; at ang P144.48 milyon ay mula sa non-government sources.
Ang mga programa sa master plan ay tututok sa pagsasaayos at rehabilitasyon ng farm-to-market roads, flood control facilities, provincial bridges, road slope protection, drainage at irrigation systems.
Magkakaroon din ng rehabilitasyon ng mga municipal buildings, gymnasiums, evacuation centers, barangay clinics, day care centers, warehouses at konstruksiyon ng regional evacuation centers.
Sinabi ni Difontorum na base sa ulat ng Post-Disaster Needs Assessment (PDNA), ang Cordillera ay nakapagtala ng P21 bilyon halaga ng pagkasira at pagkalugi dahil sa dalawang bagyo na sumalanta sa rehiyon noong 2018.
Subalit sa dagliang pagtugon ng line agencies, ilang programa ay naumpisahan na at ang ilan ay uumpisahan na kaya bumaba ang panukalang pondo sa rehabilitasyon sa P17 bilyon. Sa ulat ng PDNA ay umabot sa P5.3 bilyong halaga ng pagkasira sa imprastraktura kung saan kasama ang transportasyon, flood control, irrigation system, power at water supply; P13.5 milyon sa productive sector gaya ng agrikultura, fisheries at tourism; P1.9 bilyon sa social sector kabilang ang pangkalusugan, edukasyon at pabahay; at P227.7 milyon sa cross-sector kung saan kasama ang governance at environment.
Sinabi ni Difontorum na ang probinsiya ng Kalinga ay nakapagtala ng pinakamataas na porsiyento ng pagkasira na may 36.3 porsiyento ng kabuuan; sumunod ang Baguio City (17.7 percent); Mountain Province (16.7 percent); Abra (13.9 percent); Apayao (11.8 percent); Ifugao (2.6 percent) at Benguet (1 percent).
Sa productive sector, ang Kalinga ay dumanas ng 34.1 porsiyento ng pagkasira, sumunod ang Apayao (22.9 percent), Ifugao (20.2 percent), Mountain Province (9.5 percent), Abra (6.9 percent), at Benguet (6.4 percent).
Sa social sector ay may kabuuang 1,583 ang lubos na nasirang mga bahay habang 37,497 ang partially damaged. May kabuuang 65 porsiyento ng nasirang mga bahay ang naitala sa Apayao, at 25 porsiyento sa Abra.
Samantala ay sinabi ni Office of the Civil Defense Cordillera (OCD) Regional Director Albert Mogol na sa rehabilitation at recovery plan para sa rehiyon ay “matutukoy ang lala ng pagkasira na iniwan ng isang sakuna”.
Sinabi niya na ang Cordillera DRRMC ay tumututok ngayon sa mitigation aspect ng isang sakuna sa pagkakaroon ng flood control at slope protection measures.
“The DPWH (Department of Public Works and Highways) has said that slope protection will be included as a component of road projects to make sure that water will have its own access and will not seep on concrete and damage the road as well as cause the mountain to erode,” ani Mogol.
“The national government is really helping us. They are committed in supporting us to be a disaster prepared and resilient region,” dagdag niya.
