Marking a significant milestone in the province’s progress on infrastructure development, the Provincial Government of La Union (PGLU), spearheaded by the Office of the Sangguniang Panlalawigan (SP), held the inauguration ceremonies, particularly the blessing, ribbon cutting, and turn-over rites for three remarkable additions to the infrastructure landscape of the PGLU, which include the Speaker Pro Tempore Francisco I. Ortega Provincial Legislative Annex Building, Health and Wellness Center, and the Bayview Multi-Purpose Hall on July 8, 2023.
The momentous event commenced with a Thanksgiving Mass presided by Rev. Fr. Perpetuo B.
Concepcion and followed by the blessing of the annex building and the two other halls. The ceremony then moved to the Multi-Purpose Hall, also known as the Bayview Hall, where a program filled with excitement and anticipation unfolded. Vice-Governor Mario Eduardo C. Ortega, Congressman Paolo P. Ortega V, Governor Raphaelle Veronica “Rafy” Ortega-David gave their
respective messages while the Project Brief was presented by Engr. Gerry G. Jucar, Construction Division Chief of Department of Public Works and Highways (DPWH) Region 1 as representative of Regional Director Ronnel M. Tan.
Furthermore, the date of the ceremony coincides with the birth of the late Hon. Francisco I. Ortega, who was the Speaker Pro-Tempore of the 1st Congress of the Philippines (1946-1949), during the 22- month presidency of Manuel Roxas and the first two years of Elpidio Quirino’s presidency. The late Hon. Francisco I. Ortega is the patriarch of a 15- sibling family to include ViceGovernor Mario Eduardo C. Ortega as the youngest. The ceremonies reached the highlight with the signing of the Memorandum of Agreement (MOA) on the turn over and acceptance of these structures, symbolizing the official transfer of responsibility and ownership to the provincial government by the DPWH-Regional Office 1 and the PGLU and witnessed by all provincial officials present.
This act marked the beginning of a new chapter for the buildings as these will be utilized more to serve the needs of the community and cater more meetings/ conferences in aid of legislation. The inauguration rites concluded with an atmosphere of optimism and anticipation and thanksgiving. These new structures not only signify progress and development but also reflect the dedication and determination of the provincial government as well as an effective collaborative partnership of the national and local government, particularly in providing better and more conducive facilities that would redound to quality services extended to the people of La Union.
With these additions, the province, especially the Sangguniang Panlalawigan of La Union, takes a leap forward in its pursuit of a brighter future and a more inclusive public service. The completion of the Speaker Pro Tempore Francisco I. Ortega Provincial Legislative Annex Building, Health and Wellness Center, and SP Bayview Multi-Purpose Hall, funded through the National Building Program of the DPWH with a total allocated budget of Forty-seven Million, Nine Hundred Eight Thousand, Six Hundred Seventy-six Pesos and Five centavos (Php 47,908,676.05), is a testament to the power of collaboration, vision, and commitment to achieve the province’s vision to be the Heart of Agri-Tourism in Northern Luzon by 2025 and as the community celebrates these achievements, the spirit of #LaUnionPROBINSYAnihan is really within reach.
