Baguio female jail, idineklarang drug free

Idineklara ng regional anti-illegal drugs oversight committee bilang drug free at drug cleared jail facility ang Baguio City Jail Female Dormitory (BCJFD).
“Pursuant to the regional oversight committee on declaring drug-cleared and drug-free jail facilities and after thorough assessment and validation pertinent to their compliance to the parameters as enumerated in the implementing rules on declaring drug-free and drug-cleared jail facilities effective May 29, 2018, the Bagiuo City Jail Female Dormitory (BCJFD) is hereby declared drug cleared/ drug free as of September 27,” saad sa sertipikong iginawad sa jail warden noong flag raising ceremony sa Baguio City Hall ng Oktubre 22.
“There is no monetary reward but the facility to be declared as ‘clean’, napakalaking reputation para sa akin as a warden,” ani Jail Senior Insp. April Rose Ayangwa.
“It is already rewarding for having complied with the order of President Duterte to have a drug free jail facility,” dagdag niya.
Binubuo ang komite ng Department of Interior and Local Government (DILG), Bureau of Jail Management and Penology (BJMP), Department of Health (DOH), Philippine Drug Enforcement Agency (PDEA) at pamahalaang lungsod.
Ang BCJFD na may average population ng 98 at 55 porsiyento sa mga persons deprived of liberty (PDL) o mas kilalang preso ay nahaharap sa mga kasong may kinalaman sa Republic Act 9165 o ang anti-illegal drugs law of 2002, ang kauna-unahang jail facility sa rehiyon na ideklara bilang drug-clear at drug-free jail facility ng regional oversight committee.
Sinabi ni Ayangwa na sila’y sasailalim sa regular monitoring kasama ang spot inspections kabilang ang random unannounced drug testing sa mga personnel at mga residents.
“All personnel must be subjected to drug test including PDL for three months,” aniya.
Magsasagawa ng regular monthly drug testing ang PDEA sa lahat ng mga personnel at sa mga PDLs maliban sa random drug testing ng anti-illegal drug center ng Baguio General Hospital and Medical Center (BGHMC) na ginagawa nang hindi inaanunsiyo.
Maliban sa mga greyhound operation ng mga tauhan ng BCJFD na tignan ang mga kontrabando, isang surpresang greyhound operation din ang isinasagawa ng Philippine National Police (PNP) at ng PDEA. “Galugad talaga mga yun,” dagdag niya at walang mga illegal na droga o paraphernalia ang dapat na mahanap.
Kabilang din sa mga parameters sa pagdeklara na ang isang jail facility ay drug-free o drug-cleared ay ang pagsasagawa ng mga intervention activities tulad ng lectures, symposium, film showing sa mga masamang epekto ng illegal na droga bilang bahagi ng jail-based intervention program.
