Bontoc officials undergo PRIME training

BONTOC, Mountain Province – Fifty officials and employees of the Bontoc Local Government Unit (LGU) underwent one-day in house orientation on the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME –HRM) and review on the LGU Bontoc’s Strategic Performance Management System (SPMS) at the Bontoc Municipal Capitol Auditorium last July 9.

Bontoc Mayor Franklin Odsey in his message relayed by Sangguniang Bayan member Jerome Tudlong, Jr., remarked that the activity is timely in leveling –up the integrity and excellence in public service of officials and employees.

He added that the activity is timely especially that Bontoc LGU is the only LGU in Mountain Province and among the only four municipal governments in the entire Cordillera region that was granted the Performance-Based Bonus (PBB) by the national government of which the officials and employees recently receive.

Thus, it is both a challenge and an inspiration for Bontoc LGU officials and employees to strive for excellence as their exemplary performances are rewarded. Civil Service Commission (CSC) Mountain Province Field Office Director Anita Verina Paredes who was the event’s learning service provider explained that PRIME – HRM is a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices toward Human Resource excellence.

PRIME –HRM presents a more progressive system of assessment as it entails greater engagement not just of the human resource management officer (HRMO) but also of the officials and the rank-and-file employees of the agency.

Dir. Paredes focused her lecture on the four maturity levels of HRM to determine the agency’s level of maturity as well as the four core HRM areas, namely: recruitment, selection and placement; learning and development; performance management; and rewards and recognition.

Aside from this, she conducted coaching and mentoring on the SPMS of Bontoc LGU that was crafted in 2013. With this, some recommendations were made in the implementation of the SPMS of the Bontoc LGU.

Dir. Paredes received a token of gratitude from the Bontoc LGU for unselfishly sharing her expertise and time. The token was handed over by Sangguniang Bayan member Viola Okko and Human Resource Management Officer Arlene Gasmeña.
