PSA-BENGUET ADVISORY ON THE REGISTRATION OF AUTHORITY TO SOLEMNIZE MARRIAGE
The Philippine Statistics Authority – Benguet Provincial Statistical Office (PSA-Benguet) informs
the Solemnizing Officers (SO) from various religion and/or religious sects that the application for the renewal of the Certificate of Registration of Authority to Solemnize Marriage (CRASM), especially for those whose licenses’ which will expire on December 31st of this year will now be accepted for submission. Applicants who are assigned to churches within the Province of Benguet including Baguio City will be accepted by PSA-Benguet otherwise SO’s are advised to visit the nearest PSA Provincial Statistical Services Office who has jurisdiction over their church
assignment.
In addition, the prevailing Administrative Order for the application of CRASM license for new applicant or renewal is the Administrative Order No. 1 Series of 2021 (AO1 2021) which has been effective since February 15, 2022. Under this new AO1 2021, the OCRG SO Form No. 1 or the
application form was revised including the omission of some of the requirements from the previous Administrative Order No. 1 Series of 2007 (AO1 2007). Religion and religious sects are welcome to reach out to the different PSA Provincial and Regional Statistical Service Offices to be updated on the new checklist of requirements.
They are also encouraged to organize for the conduct of Solemnizing Officers TrainingSeminar to their members for proper dissemination of the said updates regarding the AO1 2021 which can be requested through an invitation letter addressed to our office. The validity period of the CRASM license is based on Republic Act No. 6514, “An act that the authorization to solemnize marriage issued to priests, or ministers or rabbis shall be valid for a period of three years the same to expire
on the thirty-first of December of every third year, amending for the purpose Article 95 of the
Civil Code of the Philippines and for other purpose.”, thus, for those whose licenses expired on the previous years from December 31, 2022 and prior years, they are advised to apply for the renewal of their CRASM license starting on the first working day of 2024 to maximize the validity of their license.
